The Power Engineering Laboratory was rely a city-level key Laboratory under Yanhua University, essentially an ordinary research organization within the university. The reason for selecting the Power Engineering Laboratory must be because Zhao Yi was in Yanhua University, solely for his convenience.
There certainly weren’t adequate research conditions there. Taking the Kunlun engine prototype there would likely an it being left to gather dust...
