The removal of the Five Gears gang ans that two more districts will open up. These two districts will be vied for by the Golden Hamr gang and the neighbor of the Five Gears gang, who Cedric used to support.
Between these two gangs, Sir Kriss could already tell who would win the open and fair fight for the territories. So he can determine that the sanction and the punishnt of the machinist will benefit the Golden Hamr gang.
This didn't help to diminish the anger he felt towards the Golden Hamr gang. He felt more and more that he should do sothing to punish them. But he also knew that it was a bad idea.
He could only sigh in frustration and rush to his study. Then he sat down to think on the matter.
He had three options, which have various benefits. The first option was to seek vengeance. It will co with the benefit of satisfaction if successful, but it might lead to more loss if unsuccessful.
His second option was to go ahead with the truce he wanted with the Golden Hamr gang. This truce might allow him to use the Golden Hamr gang to achieve so things in the ga, such as helping his children to win the ga and the future gas.
After all, the Golden Hamr gang is clearly powerful. It would be a bad idea to make them a powerful enemy while it would be a good idea to make them a powerful ally.
The things he could do with such a powerful ally flashed through his mory rapidly and made his eyes light up. But he didn't rush to make a decision yet. He still went on to consider his last option.
The third option was to wait and see. If he holds back in making a decision, he won't gain anything in the anti, but he won't lose anything either.
However, by waiting and seeing, he can acquire more information that will help him make a better decision in the future. The wait ti will also let him calm down and diminish his anger, which will be conducive for making a decision not influenced by negative emotions.

This was actually him taking the third option. He just didn't want to admit to that because he was angry for now.
He let his mind regain peace as it wandered within the ocean of numbers in the account books. Unfortunately, his leave didn't last long.
He could hear the thumping sound of angry footsteps marching towards his study. And from the sounds, he could tell that it was Celine and Cedric's mother that was coming to him to complain.
He sighed and said, "Here we go again."
While this was going on, the noble families of Reinfield City announced a sanction. They announced that in light of Cedric's offense, they have decided to ban secret attacks and sabotages on one another.
They also announced that the Five Gears gang had to be disbanded. This announcent surprised Sir Kris because it wasn't what they had discussed earlier.
This order was slightly worse than forcing the machinist to step down because if he had people in his gang, this order to disband would have affected them too. But since there was no one else in his gang aside from him, the order to disband only affected him.
So this order to disband was more harsh. However, the noble families forget to ban the machinist for life.
According to the initial plan, they should have banned him specifically and ensured that he would never be able to participate in the gas for life. But now, it seems they decided to be lenient with him.
When Sir Kris figured this out, he shook his head and said, "They don't want to offend the epic gang leaders and still want to keep using them as free labor. If they can change their mind about so rank 4 machinist, then I should change my mindset towards the Golden Hamr gang. The Golden Hamr gang is at least stronger than the machinist."
The announcent affected a lot of people. The effect was positive for few people and negative for many people. But for Sir Kriss, the announcent made him lean towards the second option that he had in mind about how to deal with the Golden Hamr gang.
Many of the gangs and their leaders sighed in relief when they heard the announcent. The announcent doesn't affect them personally, but it will ensure that soone won't secretly hire propagators of disorder to clear them out one day. For this they are glad.
But there are so gangs that this announcent affects directly. The Golden Hamr gang is one of them.
The territory beside the Golden Hamr gang is now open for the taking, so they could expand the size of their territory from 5 districts to 7 districts and beco the undisputed largest gang.
After many people thought of this, their mood beca bad. Even the ones whom the announcent didn't affect directly and had previously sighed in relief beca sullen when they considered that the Golden Hamr gang was about to get another boon after Rack's suicidal attack.
The prevalent emotion in the outer city beca jealousy. Many people beca jealous of the Golden Hamr gang and wished them bad luck.
They weren't happy for the Golden Hamr gang at all. And because of the recent ban, they couldn't secretly sabotage the Golden Hamr gang without opening themselves up to severe punishnt that would make the attempt not worth it.
