The city is demarcated into three rings and many districts. The outer ring is where commoners and workers live. It is also where factories are built.
The inner city is where the wealthy people of the city live. It is the best location that most people will be able to have access to.
The core of the city is where the administration of the city is. It is also where only the people belonging to the initial families that built the city can leave.
After many generations, the families of the rchants that built Reinfield City have beco noble families. These nobles have staked their claim over the core of the city.
Just like they don't let outsiders live with them, they don't let outsiders take up important administrative positions either. They might compete among themselves, but they will never let outsiders encroach on their territories.

But first, they decided to advance their two other pathways that they can in order to reach rank 4. They want to advance to rank 4 and beco epic beings first because this will help them use the Bloody Heart divine artifact better.
