Chapter 776: Chapter 526: Docking the Outer Hull_3
The pumps inside the dock gate and the twelve high-power water pumps temporarily installed on both sides of the dock gate were all turned on simultaneously. The noise of the drainage was deafening, and the water level in the dock was visibly dropping at a slow pace.
The Singaporean captain did not dare to stay onshore for long and returned to the ship, following Han Yu’s reminder, to direct the deck sailors to constantly adjust the ropes.
At 1:16 p.m., the divers entered the water.
By 2:45 p.m., the cargo ship settled firmly on the dock piles that had been arranged earlier.
At 2:56 p.m., the cargo ship opened all its sea valves and began to discharge the last of its ballast water. It had been pumped out once before entering the dock, but it could not be completely emptied, or otherwise the stability of the vessel could not be ensured.
By 4:28 p.m., the water in the dock was essentially drained.
The engineering departnt organized workers to start clearing the silt from the bottom of the dock as planned.
Right after that, trucks loaded with sand began to enter the dock through the small gate on the north side, starting to lay sand as planned.
The bottom of the dock was already damp, and coupled with the cold weather, anti-slip asures had to be taken.
As soon as the sand was laid down, various engineering vehicles and trucks entered the dock under the command of the on-site director in an orderly fashion. So were busy pulling steel cables to reinforce the ship, while others were busy installing tower cranes.
One tower crane was installed outside the bow and another outside the stern to facilitate the hoisting of materials needed for repairs. Scaffolders, with the permission of Border Inspection, also entered the dock to start erecting scaffolding.
Vehicles from the sewage treatnt plant and landfill also entered the dock one after another, starting to receive the ship’s oily waste, wastewater, and various trash as planned...
Everything was well prepared and progressing in an orderly manner.
When Captain Li finished arranging the work on board and took a group of sailors ashore to rest in turns, the pedestrian walkway to the cargo ship had already been erected.
Professionally built, it was very stable and solid.
Guardrails were installed on both sides of the walkway, and a safety net was set up underneath, ensuring that anyone who accidentally fell would land on the net.
They couldn’t believe how efficient the Chinese workers were. While processing the entry formalities on the spot, they watched Han Yu, who had just changed into a police uniform, and asked, "Officer Han, it seems that you’re not only fast at loading and unloading goods, but I believe you’ll also be quick at ship repairs."
"That is certain. There is no shipbuilding and repair enterprise in the world more efficient than us in China."
Han Yu smiled slightly, then raised his arm to salute, and said very seriously and sincerely, "Captain Sir, China Linghai welcos you."
"Thank you, it is an honor to co to Linghai."
The captain saluted back, and then decided to salute all the staff, including the Border Inspection officers processing the entry formalities.
Shen Rulan greeted them and said with a smile in English, "Gentlen, it’s getting late. The car is over there; I’ll take you all to the hotel."
"Thank you."
The reception work, including hotel room booking, had already been arranged by Zhang Asheng and others in advance.
Han Yu sent the first group of people ashore to rest on a Toyota bus and ca back to check whether the safety asures were fully implented.
Tonight, at least sixty to seventy workers had to work overnight. For example, the two tower cranes had to be installed by 8 a.m. the next morning.
Police from the Developnt Zone Branch, Water Police Officer Ma Jintao, and Guo Weitao, who were currently acting as firefighters and safety officers, were now to work shifts around the clock, alternately supervising the scene in the dock.
Considering that the cargo ship could no longer cook als or use toilets from today on, the Managent Committee sohow managed to arrange six portable houses specifically for accommodating the sailors staying aboard the foreign ship.
There was a kitchen on shore providing buffet als.
There were bathrooms available for taking showers.
There was a laundry room with washing machines for doing laundry.
There was also a phone room for making international calls.
However, all these were paid services.
Guo Weitao looked back at the two sailors who had just gone ashore to eat and asked with curiosity, "Director Yu, why were you so polite to Captain Li just now, even saluting him?"
"If there were no sailors, half of the people in the world would starve, and the other half would freeze."
Han Yu bent down to check the firefighting pipes and added, "Being a sailor is a sacred profession, especially a captain. In foreign countries, their status is quite high; we must give them the respect they deserve."
"But he disrespected our Chinese laws, knowing that it’s forbidden to discharge waste into the Yangtze River; yet he still dumped oily waste, wastewater, and debris from cleaning the cargo hold and the deck directly into the river."
"This matter has been thoroughly investigated, and it isn’t much related to him."
"Not much related to him?"
"President Zhang’s company has mariti operations, and their mariti service works for shipping companies much larger than President Zhang’s ship managent company. Their mariti officer used to be a captain as well, and he has been to China and sailed on the Yangtze River. He thought that China does not strictly prevent water pollution, in fact, doesn’t manage it at all, and he told Captain Li to discharge directly into the river."
"Mariti officers can command a captain?"
"Of course. Sailing plans and how to enter or leave the port are all determined by mariti officers. They must be familiar with the related laws and entry and exit regulations of various countries and ports. As for the matter of Xiang Ning punishing them, their company has already been inford. Early this morning, they called their agent and asked the agent to convey their apologies."
"The ship’s owner from Singapore wasn’t upset?"
"They broke the law themselves; what right do they have to be upset? This is in China. If it were in European or Arican countries, and they did the sa thing, they would be heavily fined."
Han Yu paused for a mont, then shifted his tone: "They were wrong, but they have been punished. We can’t disrespect them just because of this matter. Once, when I was on an international mission, I first went to the Netherlands. At customs there, the Dutch officers, seeing my credentials and knowing I was a chief officer about to join a ship in the Netherlands, treated
with great respect, saluted , and welcod
to the Netherlands."
