"In so countries, when royal power is corrupted, and monarchs are replaced or even killed, and the Royal Family exterminated by those who rule, the people below will still follow the corresponding orders — just because the usurper wears a crown... even if the purpose of the order is only to drive the country’s train into the Abyss..."

As a "Pioneer," in essence, Yulia is the reserve Angel Envoy of the Hourglass. As soon as she dies, she will imdiately beco the Angel Envoy of the Hourglass... just as when Queen Sofia passed away, she was taken by the Knight of the Silver-Crowned Dragon.

The Cardinal Archbishop essentially acts as a spokesperson for the Pillar God and as a proxy for certain tasks in the Material Realm, equivalent to a secretary to the boss; while a Pioneer is equivalent to the Hourglass opening a shop and hiring a manager to oversee it. Though the forr holds more authority, the latter enjoys more freedom, with more tasks and funding.

Having the Hourglass’s support ans having the support of the Holy Nation.

"The New Heras Empire is built under the mutual protection of the Nine Pillar Gods, led by the Hourglass, the Candle Master, and the Silver-Crowned Dragon, under the supervision and protection of the Eternal Theocracy, and established by all nationals acknowledging the three key elents of ’fair harmony,’ ’overall happiness,’ and ’legal authority.’ All citizens possess national sovereignty!"

Yulia declared loudly: "Henceforth, in the New Heras Empire, the Royal Family serves solely as a link between the gods and as a proxy. They communicate on behalf of the populace with the gods and their Angel Envoys, transmitting guiding opinions to the cabinet, parliant, or all citizens.

"A cabinet under the Emperor or Empress shall be established within the Royal Family, with cabinet mbers elected by parliant, and parliant mbers elected by all citizens. According to the Holy Number of the Hourglass, elections will occur every five years.

"No group or individual may execute actions not clearly authorized by the citizens; no group or individual should be arrested, accused, or imprisoned unless they violate the law; everyone is presud innocent until proven guilty.

"Everyone has the right to property safety and personal freedom. Unless explicitly breaking the law, no one’s property may be seized by anyone; freedom is defined as all actions that do not harm others’ psychological, physical health, social reputation, and property safety.

"The empire’s laws and taxes take minimalism as a principle and strictness as a baseline. Only actions harming others and society will be legally prohibited, and all that is not forbidden by law is permissible. Every citizen has the right to personally or through a representative participate in the drafting, modification, and abolition of laws, and every citizen must learn the legal clauses they might encounter. No one, including the Emperor or Empress, shall forcefully prevent or approve the birth or abolishnt of any new law based on personal will...

"Everyone has the right to the minimum level of education. Until acquiring basic and necessary labor skills, their learning costs are borne by the Royal Family. Any Transcendent intending to master Path Power must study within legal institutions or register their Path, Energy Level, and Profession at an official organization after becoming a Transcendent independently.

"The empire venerates the Nine Pillar Gods with the three Pillar Gods at the center and opens public holidays for large sacrificial ceremonies every year. However, it does not prohibit faith behavior in any Pillar God, Celestial Marshal, Angel Envoy, or any Dream Realm existence unless such behavior evidently undermines ’fair harmony,’ ’overall happiness,’ or ’legal authority.’

"The empire allows any foreigners who recognize and acknowledge the three elents, swear to respect the empire’s culture, master the imperial language, accept imperial laws, and reside within the empire’s territory to join.

"The empire requires all administrative operations to be archived and submitted to the Dream Realm for safekeeping; all administrative personnel must report administrative work to superiors tily; the cost, benefits, completion, and personnel assignnts of all administrative work must be publicly disclosed to society..."

Under the dark golden light of the Hourglass, Yulia’s words echoed with divine sound, letter by letter.

Rows of golden runes erged with Yulia’s words, imprinted on her immaculate white dress, faintly exuding an awe-inspiring and sacred majesty. Even all Transcendents felt their available powers being sowhat suppressed.
