It was the familiar rooftop of the high-rise.

Only this ti, it was June and the sun was scorching, with none of the chilling wind present during their last encounter there.

By the ti Aoyama Xiu Xin arrived, Nozaki Cangjian was already waiting, "Mr. Nobita, long ti no see!"

"Chief of Police Qing Mountain, long ti no see." Nozaki Cangjian, sporting a new hairstyle, bowed in response.

Disgusted, Aoyama Xiu Xin kicked aside a used condom he didn’t know who had left behind, and as he walked over, he pulled out a cigarette and casually tossed one to him.

Cang Jian caught it steadily and placed it in his mouth, showing his hands and saying, "I ca to see you as soon as I got off the plane, didn’t have ti to buy a lighter."

Lighters were confiscated before boarding a flight.

"No problem, today I’ll light one for a hero." Aoyama Xiu Xin laughed without a care, lit a cigarette for himself, then stepped forward to help Cang Jian light his.

Cang Jian humbly bent his legs slightly more and leaned his cigarette forward.

After lighting it, he said, "Thank you, Chief."

"No trouble at all." Aoyama Xiu Xin put away his lighter and exhaled a puff of smoke, then went to the edge of the rooftop, wiped the railing with a tissue, and then leaned back against it, looking at Cang Jian and asking, "Where’s my gift?"

"The gift is a few living people; I couldn’t possibly bring them directly to you, but I have brought their information, please look." Cang Jian took out a file bag from his chest and handed it over to Aoyama Xiu Xin.

"People? I hope they are the European and Arican blond lolitas I like." Aoyama Xiu Xin took the file bag and joked, then he opened it and glanced inside, suddenly looking up in shock, "You really imported criminals!"

In his hand were profiles of three mbers of a New York gang called Titan Gang, noting that the Titan Gang primarily sold guns and drugs.

He had rely joked in passing.

Unexpectedly, Mr. Nobita made a trip abroad and actually brought back so international criminals.

"It was a fortuitous coincidence." Cang Jian flicked his cigarette ash and slowly related, "I went to France first, then to the United States. By the ti I got to New York, it was already very late. I took a cab to the hotel, and the black driver, seeing I was a foreigner, tried to rip off by taking to a secluded place. Unexpectedly, I ran into a negotiation between the Titan Gang and another gang."

"The parties involved were already tense, and the sudden appearance of the car set off the highly strung nerves on both sides. A gunfight was imminent. For my own safety, I took the chance to snatch the black driver’s gun, kicked him out of the car, and was about to drive away. The Titan Gang was losing ground in the exchange of gunfire, and one of their leaders crawled up to my car asking to take him away. Rembering what you said before I left the country, I saw an opportunity and took him with ."

"Thanks to this accidental life-saving grace, I made friends with that Titan Gang leader. He’s the second in command; I strongly recomnded they explore Japan as a new market, so when I ca back, the Titan gang sent three people with to survey the market."

Who could say this wasn’t a form of economic investnt? Although he was a cop, he’s also governnt personnel. Cang Jian had really worked his heart out for the economic developnt of his country!

"Quite the twisted and thrilling story," Aoyama Xiu Xin shrugged his shoulders, then curiously asked, "But exactly how did you convince them to travel the long distance?"

"I told them I was famous in the Japanese underworld, and as Hokkaido had just gone through a drug sweep, this market was currently wide open. And Japan has very few channels to buy guns, but violent gangs are erging one after another. All they had to do was supply the goods, supply the capital, and partner with to make a fortune. By making money from Japan, they could improve their gang’s strength and thus overtake other gangs in the U.S. in the competition."

Now he was getting more and more skilled at conning people, spewing sets of nonsense with the utmost ease.

"To have a friend like you is truly a blessing for the Titan Gang," Aoyama Xiu Xin remarked sincerely.

Having the wrong friends really could ruin a person’s life.

Without changing expression and with righteous fervor, Cang Jian declared, "I just always rember that I’m a police officer and dedicated to fighting evil! Justice knows no borders, and I must fight against cri from abroad too!"

As long as from the very beginning, he never considered criminals as friends, and betrayed them before any friendship was established, his stance would never waver.

"Excellent! Worthy of being the finest undercover cop of Japan!" Aoyama Xiu Xin casually bestowed upon him the title and flicked away so ash, "Since you completed this investnt, let’s hear your thoughts. How do you plan to handle this Titan Gang?"

"Play the long ga, catch the big fish!" Cang Jian took a deep drag of his cigarette and spoke gravely, "The Titan Gang is not the goal. The goal is to draw other Arican criminal forces to Japan through the Titan Gang!"

"Once the Titan Gang makes money in Japan, other gangs will naturally take notice. They’ll think that if the Titan Gang can make money in Japan, so can they, and they will swarm into Japan. How to deal with them by then, isn’t that for you to decide?"

Cang Jian showed a terribly sinister smile.

"Just stand by as the Titan Gang makes money in Japan, would that not be condoning their drug trafficking? This is absolutely unacceptable!" Aoyama Xiu Xin shook his head in refusal.

Drugs are a red line that must not be crossed.

The little devils are evil, after all, especially looking at Cang Jian who didn’t feel there was anything wrong with doing so.

As Aoyama Xiu Xin had this thought, it never occurred to him who had led Cang Jian down this path step by step.

It was him!

"Of course, we can’t help them traffic drugs! Chief, what kind of person do you take for?" Feeling like his character and professional ethics were being questioned, Cang Jian rolled his eyes and explained, "The Titan Gang’s two main industries are drugs and arms. We’ll help them sell guns in Japan. That way, not only can they make money, but it also makes the local gang conflicts more intense, giving rise to more gun-related cases, and giving us, the police force, more opportunities to crack cases and earn accolades."

Japan strictly prohibits guns. Once guns start flooding in, during these economically tough tis, all sorts of violent cris will inevitably surge, and that’s when it’ll be Aoyama Xiu Xin’s turn to shine and crack major cases.

"Mr. Nobita, you really are becoming smarter," Aoyama Xiu Xin expressed his astonishnt.

Cang Jian, slightly embarrassed, scratched his head and chuckled, "All thanks to your teaching by words and example, Chief."

Aoyama Xiu Xin felt as if he had been scolded.

"Fine, since that’s the case, Mr. Nobita, you take care of the businessn from the United States. Make sure they have confidence in Hokkaido’s local investnt environnt," Aoyama Xiu Xin laughed heartily, instructing earnestly.

Nozaki Cangjian grinned, "Don’t worry about it!"

"If we’re to help them sell guns, then we police must turn a blind eye. But we can’t just do it for nothing," Aoyama Xiu Xin pondered for a mont, before saying, "Here’s the deal, introduce them to Nakamura Shinichi. They should understand that if they want big business, they need police protection. The inco they earn from selling arms has to be shared with the police through Nakamura Shinichi. The sa goes for other gangs entering the Japan market later on; if they want to make money here, they have to give the police a cut first. As long as we see the Titan Gang making money, I believe they’ll be proactive in delivering it to us."

Nozaki Cangjian was stunned, he thought he was already bad and sly enough, but compared to Aoyama Xiu Xin, he was still far behind.

Aoyama Xiu Xin not only intended to lure these foreign gangs in to kill them and exchange their heads for rit but also to exploit them for profit before taking credit for wiping them out.

To completely squeeze those foreign gangs dry.

Could the likes of a human really pull off such a feat?

Aoyama Xiu Xin frowned, "Why are you looking at like that, do you see any problem?"

He felt his plan was perfect.

The gangs from the United States would take the Japanese people’s money, so naturally, it should be returned to the Japanese people.

And he was, after all, the Japanese people.

"No! No problem at all! Absolutely perfect! Truly ingenious!" Nozaki Cangjian regained his composure and offered a stream of flattery, then cautiously added, "But I’d like to suggest one thing, which is that Detective Nakamura should only show his face once, and he shouldn’t collect the money personally. For subsequent transactions, find soone with no clear ties to the police to collect it. After all, so gangs may leave evidence when delivering money, and if such evidence were leaked during a bust, it could be troubleso."

Finding soone specifically to collect the money would an that even if the evidence leaked, it wouldn’t prove the money was collected by the police. More drastically, when the ti ca, they could simply silence the person responsible for the money.

"Good supplent. You’ll get a share of the collected money," Aoyama Xiu Xin nodded and said.

Nozaki Cangjian bowed deeply, "Hi! Thank you for the care, Senior Police Director, I will not let you down!"

"Keep up the good work! As I’ve always said, I have high hopes for you!" Aoyama Xiu Xin put out his cigarette, patted him on the shoulder, and strode away.

"Hi! Chief of Police Qing Mountain, please take care!"

Nozaki Cangjian bowed deeply from behind to see him off.

...............

After parting with Aoyama Xiu Xin, Nozaki Cangjian, wearing a mask and a hat, took a taxi to a hotel.

"Knock knock knock!"

He knocked on the door of one of the rooms.

The door was answered by a black man, big and burly, with dreadlocks, who looked suspiciously at the man in front of him wearing a hat and mask, "What do you want?"

He didn’t understand Japanese, so he spoke in English.

"Hi! Jack, it’s ." Nozaki Cangjian pulled down his mask to reveal his plain face.

"Mr. Nobita!" The black man imdiately showed a smile and gave him a hug, then led him into the room and said to his two companions on the sofa, "Hey! Look who’s here, guys. Put down what you’re doing and let’s hear what Mr. Nobita has to say."

"Hi! Mr. Nobita, good to see you again."

The other two greeted Nozaki as well.

After so pleasantries, Nozaki handed the businessn cigarettes one by one before addressing the purpose of his visit, with smoke curling from his mouth, "Jack, in the underworld business, if you want to make it big, you can’t do without backing from the legal world. I believe this straightforward principle is sothing you understand, right?"

"Of course! We have our own connections in the New York Police Departnt. Otherwise, we would have already been run out of New York," Jack replied after whistling.

Nozaki Cangjian nodded, "Very good, similarly, you’re new here and if you want to make money in Hokkaido, you need to befriend the local police. I just happen to have such contacts, and that’s why I have been able to escape from the police ti and ti again."

"Good!" Jack snapped his fingers.

Nozaki Cangjian continued, "I’ll see if I can arrange a dinner for us tonight; prepare the money in advance, starting with one million US dollars."

"Shit! Just for a first eting, they want so much?" Jack, who had been all smiles, suddenly changed his expression and swore as he questioned him.

He seriously suspected Nozaki Cangjian was looking for a kickback.

Nozaki Cangjian remained unfazed, "The person I know is only middle managent; he can’t cover us. This money isn’t just for him, and moreover, it’s just a token of sincerity for the first eting. If we actually make money later on, we’ll certainly have to give more benefits."

"Sorry, this isn’t a small amount. I need to check with the boss," Jack shrugged, then directly made an international call in Nozaki’s presence. A mont later, he hung up the phone, "It’s fine."

One million was a lot of money for him, but for the Titan Gang’s boss determined to break into the Japan market, it was just a small amount—and a necessary expense.

"I can already see us making a fortune together. Being willing to pay up front is just the beginning of reaping rewards," Nozaki Cangjian laughed heartily.

"Everything’s in Mr. Nobita’s hands now!" Jack laughed as well, bumping fists with him, then turned his head and casually ordered his underling, "A good start calls for a celebration, phone the front desk for a bottle of the good stuff."

Another sucker ripe for popping champagne.
