Typically, they would be appointed as deputy heads of embassies, assisting the ambassador in handling diplomatic affairs, and acting in the ambassador's stead when there's a vacancy.
The minister-counselor is generally a rank above regular counselors but below ministers.

Chen Ruifeng serves as a counselor overseeing specific tasks.
