It was teeming with players, NPCs, and especially rchants.
And slipping into that chaos—

One of the five vice-captains of the spy corps issued the command.
The subordinates, disguised as a rchant caravan, nodded in unison.
Even in a free trade city, inspections were inevitable.
So they approached with caution.
