Giovanni raised an eyebrow in mild surprise.
He hadn't expected Luo Yuan to bring up a topic like this.
But, in a way, Luo Yuan's suggestion was tily.
Due to their focus on wtwo's creation, most of Team Rocket's external expansion plans had been put on hold.
Now, with the wtwo project a success—even at the cost of the New Island base—Team Rocket's power had surged. It was ti to resu expansion.

While Team Rocket and Pokémon hunters were both illegal organizations, hunters had a more ruthless reputation, driven purely by profit with little in the way of ideals.
If Luo Yuan himself were overseeing the Hoenn expansion, Giovanni wouldn't worry. But with Luo Yuan occupied with infiltrating the League, the idea of handing this project over to the notorious Hunter J was questionable.
Luo Yuan, however, remained unperturbed.
"No matter where Hunter J is, my Deoxys can track her exact location. She's sharp enough to understand the stakes."
Since the incident on Cinnabar Island, even with so leeway in her restrictions, Hunter J had stayed obediently on her airship.
As long as Deoxys was his Pokémon, Luo Yuan was confident Hunter J wouldn't dare betray him.
Giovanni nodded, satisfied.
After a brief pause, he picked up his phone.
"Matori, coordinate with Luo Yuan on reactivating the Hoenn branch. As for startup funds... let's allocate an initial budget of ten billion."
With that, Giovanni hung up.
It was a significant amount—a clear indication of his commitnt to the Hoenn expansion.
"I have intelligence suggesting both Team Magma and Team Aqua have leads on Kyogre and Groudon. Their conflict is escalating fast. Use this to your advantage," Giovanni advised.
Luo Yuan nodded. This could indeed be an excellent opportunity to profit from the chaos.
He made a ntal note to brief Hunter J on this, then turned back to Giovanni with another question.
"Giovanni, there's one more thing."
"Hmm?"
"About Blaine—keeping him here indefinitely isn't a viable solution. Is it ti to release him?"
The relationship between Blaine, Team Rocket, and Giovanni was... complicated.
On one hand, Blaine had drifted away from Team Rocket with clear inclinations toward the League. On the other, it was undeniable that he had once contributed significantly to Team Rocket's projects.
"Blaine? Bring him here. I'll talk to him."
Originally, Blaine had been captured for his wtwo research. Now that the project was complete, Giovanni thought it was ti for an open conversation.
As one of the few who knew Blaine's body was partly fused with wtwo's cells, Giovanni sensed Blaine's urgency and might even use this to bring Blaine back into Team Rocket.
Luo Yuan nodded. He was about to say sothing further when the phone on Giovanni's desk rang.
Giovanni's face went from calm to stormy as he listened, then to full-blown anger.
"What? And our people didn't get a single warning?"
"What a useless bunch of idiots!"
"What happened?" Luo Yuan asked after Giovanni slamd down the receiver.
From Giovanni's expression, it was clear sothing had gone very wrong.
Giovanni didn't hold back. "Lance has tead up with Agatha to lead a raid on our Celadon City base."
"The Celadon City base? You an..."
"Yes, the Rocket Ga Corner!" Giovanni's voice was icy with rage.
As Team Rocket's second-largest base in Kanto, the Rocket Ga Corner was one of their primary sources of revenue.
Now, it was under assault by Lance and his team.
Giovanni, fresh off the high of creating wtwo, was incensed.
Yet, beyond the imdiate financial loss, Giovanni's anger was fueled by the strategic blow. The Celadon City base didn't just bring in revenue—it was also a central hub for Team Rocket's personnel and supplies across Kanto.
With the base compromised, Team Rocket's control over the region would weaken significantly. This was a consequence Giovanni couldn't accept.
At Giovanni's confirmation, Luo Yuan couldn't help but be impressed.
No wonder Lance had stayed quiet since his defeat at the Sevii Islands—he'd been planning this.
The operation had been so tightly guarded that not even Team Rocket's spies within the League had managed to report back.
With both Lance and Agatha, two Elite Four mbers, leading the assault, Team Rocket didn't stand a chance unless Giovanni or Luo Yuan had been on site to intervene.
Lance had certainly hit Team Rocket's weak spot this ti.
"Shall I go?" Luo Yuan offered.
The raid was likely a done deal, but so Rocket operatives could still be saved.
No doubt Lance's team had captured many of Rocket's people. While Giovanni could dismiss them as incompetent, Team Rocket's code required providing aid to captured mbers.
Considering that Lance and Agatha were directly involved, the usual bail procedures were unlikely to work. A jailbreak might be the only option.
After a mont's thought, Giovanni nodded.
"I'll leave it to you."
If Luo Yuan hadn't been there, Giovanni would have handled it himself. But with Luo Yuan available, there was no need for Giovanni to risk exposing his own identity.
Luo Yuan was about to head to Celadon City when Giovanni suddenly called out, "Wait!"
"?" Luo Yuan turned, curious.
As he watched, Giovanni pulled out a remote control and pressed a button.
The glass wall in his office slid open, draining the nutrient fluid from the cylindrical tank, leaving wtwo exposed to the air.
Click-click.
The M2 restraints locked around wtwo, helping it control its imnse power.
Then Giovanni spoke again.
"The connection between 'Tech Hunter' and Team Rocket is starting to look less like a partnership and more like an alliance. It's best not to use Deoxys on this mission to avoid blowing your cover."
"Take wtwo with you instead. This will be a good chance to collect combat data on it."
Luo Yuan glanced at wtwo.
The Pokémon returned his gaze with a neutral expression, though he could sense a faint feeling of kinship mixed with the recognition that he'd once defeated it.
Luo Yuan's face broke into a smile. He extended his hand. "I'm Luo Yuan. Nice to et you."
wtwo's expression didn't change as it raised a hand, eting Luo Yuan's outstretched one.
A faintly cool telepathic voice echoed in Luo Yuan's mind.
"wtwo."
