If a magical beast has an owner, or rather a guardian, the registration process is relatively easier.
If a magical beast wishes to live independently, in addition to having a formal labor contract or certain economic strength, it also needs to pass very strict training and assessnt before being allowed to integrate into human society, and such magical beasts typically can communicate with humans without any barriers.
For weak and harmless magical beasts, such as the Pure Light Sparrow, purchasing a leg ring is enough to complete the registration, and there's no need for an interview.
A re Pure Light Sparrow, barely qualifying as First Rank in the Human Order, with its gentle nature and most likely incapable of casting spells—or if it can, its lethality is virtually zero, or even negative—how could such a little thing harm anyone?

A mont later, the printer next to them zizilala spat out two A4 papers one after the other.
"The first one is a test report used to assess the characteristics of your ability and determine its rank. You haven't been ranked yet, have you?"
"Uh, not yet!"
Chen Fei still didn't know his superpower level to this day.
Abilities, unlike magic and Battle Qi, would not change once awakened. If you were ranked D, you would remain D until death. There were rare cases of a change in rank, but they were very rare.
If ability users of the sa rank were compared in terms of strength, there wouldn't be an absolute cause-and-effect, nor was it related to the order of awakening. It depended firstly on elental compatibility, secondly on application experience, and thirdly on control power and skill.
"Room A302 is the Ability Testing Room. Take this test report there and you'll have your results in an hour. The second paper is a 30-day ability training class schedule with twenty-five course projects. You can enroll at any ti. I hope you can master your ability as soon as possible; it's every ability user's responsibility and obligation."
The young woman handed over the second sheet of paper, which listed the ability training class schedule.
Chen Fei was now officially registered as an ability user. Once he completed the assessnt and training, his personal ability file would be complete.
Since the ergence of abilities on Blue Star, every sovereign power swiftly enacted a complete and mature managent system and corresponding legal clauses to address the constantly erging ability awakeners.
In Chen Fei's city, with a population of eight million residents, almost every two or three days, a new ability user would awaken. To date, there are at least over three thousand ability users. Able to control their abilities, they hardly differed from ordinary people, so no special treatnt was necessary.
"Wowza, bro, abilities! Abilities!"
Erging from room 301 with Chen Fei, Chen ng looked around excitedly in a low voice and couldn't stop hopping.
"Stay cool, it's just an ability. Anyone who didn't know better would think you were the one who awakened it."
Chen Fei employed a 'head-pat kill' to try and calm his sister, who was inexplicably excited.

"I'm not a kid anymore!"
Chen ng swatted away Chen Fei's hand and rolled her eyes at him. She then got excited all over again.
"Brother, that's an ability, super badass!"
Chen Fei responded irritably, "Can it make you immortal and ascend to another dinsion?"
The little girl was acting as if she had never seen the world before; just an ability could get her this worked up. If she saw Manager Hanna's 'Eye of the Storm,' she'd probably be thunderstruck, as if witnessing a divine being.
"No... can't!"
Chen ng thought for a mont, her mouth twitching unwillingly as she faced reality.

What a ridiculous timing for this damned task.
As Chen Fei was walking towards Room A302, he suddenly froze in place. Floating in his field of vision were several lines of text.
Task list:
1. Devour 1 ton of tal, gain 1 Energy Point (Daily Task)
2. Get shot 40/1000 tis, gain 100 Energy Points!
3. Find Mutant BC-2325's lair, gain 500 Energy Points!
4. Kill the Mutant BC-2325 breeding queen, gain 1000 Energy Points!
5. Bullying three supernatural power users, gained Energy Points 300!
Chen Fei almost forgot that he still had several cushy tasks, but... what were the third and fourth tasks all about?
Hadn't the Blue Star United Defense Committee announced they had successfully destroyed the Mutant's nest and killed the breeding mother?

Chen ng noticed Chen Fei, who had suddenly stopped walking, was looking a bit off.
Chen Fei finally ca to his senses, shook his head, and said, "Oh, it's nothing, just thought of sothing unpleasant, um, work-related stuff; it has nothing to do with you."
Chen ng muttered in confusion, "So weird and mysterious!"
If second brother didn't want to talk, no amount of asking would get it out of him. She reached out and grabbed Xiao Jiu in her hands, and began to rub the little bird.
"Jiu jiu jiu jiu!"
Rotate 720 degrees to the left and then 720 degrees to the right along the head-tail central axis, repeat three tis, then one more ti.
Despite the Pure Light Sparrow's feathers being utterly black, they were slick and shiny, which made it nice to touch.
"Take it easy, don't rub it to death."
As a Light-elent Magical Beast, Xiao Jiu's combat power was in the negatives. Chen Fei hurriedly stopped his sister's reckless actions.
After all, it's a Second Rank Magical Beast with four spells mastered. If it were rubbed to death by an ordinary person, that would really be a 666 situation.
"I know, I know. Xiao Jiu is so adorable; how could I not cherish it?"
Chen ng giggled as she brought the little bird close to her cheek and affectionately nuzzled it.

With a surprised exclamation, the invisible force quickly receded like a tide.
In one corner of the room, a structure resembling a personal sleep pod cracked open, and the upper part slowly rose to reveal a person.

The person floated out of the pod as if gravity had ceased to exist and silently stood on the floor.
"Yes!"
Chen Fei presented the two A4 pages he had just received from Room 301.
One of them was drawn by the invisible force and flew into the hands of the other person.
The practicality of a Psychic Ability User's Telekinesis was very high, allowing them to be suitable for many jobs. If one were to master the Multi-focus Ability, a single person could function as if they were two, and in combat, it would be essentially a two against one scenario.
Even if faced with two opponents, they might not be at a disadvantage, as two telekinetic forces from the sa source would work in tandem, more in sync than even telepathic twins.
The person was a middle-aged man in his forties, who glanced over the test form in his hand and said, "A tal Ability User, from the Shaping Category, full defense for light weapons, my goodness, you're a human tank!"
Many tal Ability Users specialize in high defense skills, nearly on par with Earth Elent Ability Users, especially in the city where tal materials are readily available. Once they fully unleash their skills without restraint, it's almost like they have an extra ho-field advantage.
Chen Fei, rubbing his hands, modestly said, "Just average, just average!"
The door behind him opened again, and his younger sister walked in, her eyes red. Little Bird was triumphantly perched on her head, hopping around...
The middle-aged man pointed outside the door and said, "One at a ti, young lady, please wait outside for a while."
Chen Fei quickly said, "She's my sister, Chen ng, here to accompany ."
"A family mber? Sit there for now, don't wander around; it's easy to get into danger. And that bird, don't let it fly around, uh, a Pure Light Sparrow?"
The middle-aged man recognized the species of Xiao Jiu and looked over Chen Fei and Chen ng again.
After all, a Pure Light Sparrow is still a Magical Beast. Having it as a pet like this suggested that their family probably wasn't short on money, right?
They had no mines, but there was indeed a hefty debt.
If it weren't for Old Piao, the swindler slipping up and hoodwinking the rookie, Xiao Jiu wouldn't have ended up with a Rookie like Chen Fei.
Of course, if it weren't for Chen Fei, the little critter would probably have beco a roasted bird skewer by now, regardless of whether it was a Magical Beast or not. Cleaned and skewered on an iron pick, sprinkled with so cumin and chili powder, it was another side dish ready to go.
Turning his attention back to Chen Fei, the middle-aged man said again, "Co on, shape sothing."
He printed out an industrial blueprint and then found an iron ingot, placing it on the table.
Chen Fei glanced at the three-dinsional structure diagram and picked up the iron ingot.
His Skill "tal Shaping" activated!
