This way, we avoid conflict over resources, which I fear is inevitable if we stay grouped together."

"But how will this work?" Begon asked, furrowing his brow. "Isn't it dangerous to change the way we've always lived?"

"Change is necessary," Logan insisted, a spark of determination in his voice. "The old ways are limiting us. We can learn from human structures without losing our identity. We'll create layers of towns and cities that support one another, rather than a single tribe that could easily beco overcrowded and chaotic."

Astali and Tyton nodded, their initial confusion replaced by a burgeoning excitent. They could see the vision taking shape; a future where the tribe didn't just survive, but thrived, transforming their way of life for generations to co.

Logan stood tall, his voice calm but firm, addressing the gathered leaders. "The truth is, the tribal chiefs are fully aware of the risks involved. These decisions impact their own families, so they won't make choices that would endanger their power or their bloodlines."

Logan let out a deep breath, then turned to face his companions directly. "That's why the entire tribal system resisted this, and why I want sothing different."

"The town," he said, his tone more asured now, "doesn't operate like a tribe. The position of chief isn't passed down to a son. Instead, we'll have a mayor, soone who manages the town. They don't have to co from the Silver Mane Tribe. The only requirent is talent, the ability to lead and manage."

The three leaders looked at him, puzzled. Begon's brow furrowed, clearly grappling with the implications. "But, Chief, isn't this risky? The Silver Mane Tribe has always been family-led. If you do this, aren't we risking the tribe's future by allowing outsiders to lead?"

Tyton, less sure but equally curious, leaned forward. "Chieftain, I'm sure you've thought this through. But what kind of power will this mayor have?" His question caught the attention of Begon and Astali, who now looked at Tyton with newfound respect. He had hit on sothing crucial.

Logan smiled, nodding at Tyton's perceptiveness. "The mayor is the highest-ranking official in the town. He will manage the day-to-day affairs, oversee trade, and handle disputes. However—" Logan raised a finger, "—there is one major exception."

Begon leaned in, his curiosity piqued. "What's the exception?"

"The mayor will have no control over the town's military forces," Logan explained. "The law enforcent and garrison troops remain under the tribe's control. The mayor can't mobilize them. Only the tribe, and specifically the Silver Mane leadership, has that authority."

Begon exhaled, visibly relieved, as the others exchanged understanding glances. The tension in the room eased. Now it made sense why Logan had placed so much importance on the role of the chief executive. As long as the tribe controlled the military, the mayor; whether an outsider or not, could never threaten the tribe's rule.

Logan looked them over, satisfied that they had grasped the key point. "You see, this system ensures that while we grow and expand, we still retain ultimate control. The mayor manages the town, but the military, the force that truly holds power, stays in our hands.

This way, even as we unify more territory; say, the entire southern wasteland; we won't fall into the sa traps as those who follow the old feudal systems."

He spoke with renewed intensity, his eyes gleaming with vision. "When we take control of the southern wasteland, we won't rely on traditional feudal lords. We'll create a network of towns and cities, each one run by capable leaders. But at the core of every town and city will be the Silver Mane Tribe, controlling the ard forces.

That's how we ensure our dominance, not just over the land, but over the future itself."

Begon, Astali, and Tyton nodded, understanding the brilliance of the plan. The Silver Mane Tribe wouldn't just survive; they would thrive, spreading their influence without the risk of internal division or weakening power. Logan had found a way to expand without losing control, ensuring that their tribe would rule for generations to co.
