At the League of Villains' hideout, things were different from usual.
Most of the people who usually hung around were nowhere to be seen. Only Midoriya Izuku sat at the bar, reading a thick book. Even Kurogiri was nowhere in sight.
"The birth of Quirks, the chaos of society... Is this evolution or destruction?"
"Sounds deep, but it's just aningless rambling..."
Midoriya shut the book and tossed it aside.
Compared to the other League mbers, who were all busy with their own affairs, the leader of the League, Midoriya Izuku, spent most of his ti at the hideout, reading book after book.
Midoriya had one major advantage over most people—he had a clear understanding of himself.
Wanting to beco a hero without a Quirk... to others, that was nothing more than a ridiculous joke. But Midoriya was willing to push himself to the limit, study, train, and do everything he could to turn that dream into reality.
Now, however, he had realized the flaws in the hero society. If real change was going to happen, the old system had to be dismantled and replaced with sothing better.
From slavery to feudalism, from monarchies to modern capitalism—human society had always been evolving.
A great philosopher once said that if Quirks had never appeared, humanity would probably already be in the space age. But because of Quirks, society fell into chaos, and human potential was cut short.
For over a century, society had struggled to rebuild order after the chaos caused by Quirks. But the chains of the past still held people back. New powers and ways of life had changed everything.
As for humanity's future? That could be dealt with later.
Reaching the space age would take centuries. Right now, Midoriya's focus was on solving the problems in front of him.
The imbalance caused by differences in Quirk strength was the root cause of the divide between "villains" and "heroes."
So people used their power to commit cris, while others used theirs to protect people. This was a conflict that could never truly be erased.
Midoriya still rembered Chisaki from the Shie Hassaikai. That guy wanted to use Eri's blood to create a drug that could erase Quirks, believing it would end society's problems.
But that was impossible.
Leaving aside the fact that Midoriya would never tolerate experinting on a little girl—did Chisaki even realize how many people there were in the world?
Besides, no one would willingly give up their Quirk.
After all, over the past hundred years, Quirks had beco an inseparable part of human society.
So, what was the solution to the imbalance caused by Quirks?
Midoriya had studied many possible approaches. For example:
The "Free Use of Quirks" System in the United States
In the U.S., Quirks were treated similarly to gun ownership.
Midoriya's father worked in Arica, so he had so knowledge of their laws. And to put it simply... it was a country that had always been wild and reckless.
Even with the existence of Quirks, the core of Arican society hadn't changed much. People could legally carry guns with the right permit, and since most Quirks had limitations, a bullet was still more than enough to deal with most threats.
Before committing a cri, a villain in Arica had to think twice—because any random bystander might pull out a gun and shoot them on the spot.
That was why most major cris in the U.S. were committed by supervillains. And naturally, it was the job of superheroes to fight them.
For ordinary people, encountering a villain with a Quirk wasn't much different from being held at gunpoint. It was just like the old days.
But making guns legal for everyone in Japan?
That was out of the question.
If anything, it would probably make things even worse.
The "Regulated Use of Quirks" System
This was the approach used by a certain coastal socialist country—one of the best models Midoriya had co across.
In that country, heroes were considered part of the police force, and Quirk users were treated as governnt employees.
If a regular person wanted to use their Quirk for work, they had to take an official exam and get a license. The process involved morizing a ton of rules and legal regulations. In fact, one of the biggest headaches for the people in that country was the "Quirk Exam."
But the results spoke for themselves. That country had the lowest cri rate in the world and was considered one of the safest places to live.
It was an admirable system... but there was no way Japan could implent it.
That country was a socialist state, while Japan was a capitalist society controlled by wealthy families and corporate elites.
One governnt prioritized the well-being of ordinary citizens. The other served the interests of the upper class.
Their fundantal structures were completely different.
And most importantly, the coastal country had an incredibly strong and efficient governnt. Any villain who tried to commit a cri was nothing more than a bug in front of the state's power.
Japan, on the other hand?
The situation was a complete ss.
Quirks alone had already thrown Japan into chaos.
If not for the ergence of All For One, the country might have already collapsed into a Quirk-based civil war that would be studied in history books.
Japan's governnt was utterly useless.
Whether it was under All For One's rule or with All Might's support, the people in power only cared about maintaining their own interests. They never had any intention of improving life for the common people.
Midoriya greatly admired the socialist model of the coastal country.
But turning Japan into a socialist state?
That was impossible—unless soone overthrew the entire ruling class.
It was sothing he could imagine... but actually doing it?
Japan's social structure was too deeply ingrained. Changing it completely would require a revolution, and countless lives would be lost in the process.
But Midoriya wasn't that kind of radical.
And Japanese society wasn't broken enough to justify such extre asures.
So, there was only one option left.
"We're back."
Kurogiri's portal opened, and Shinso and the others stepped out. Shinso Hitoshi greeted Midoriya right away—the task he had been given was complete.
"Thanks for handling that. Now we can move on to the next phase."
Midoriya thanked Shinso. The real operation of the "League of Villains" was about to begin—the plan to completely change this hero society.
"You got the list, right?"
"Yeah, it's done. There are way more people involved than I expected."
"Hmm... Well, there's always a lot of dirty secrets behind intentional cris."
The list they got from the "Broker" contained information on those who had hired and used "villains" to commit cris. These people were now the League of Villains' next targets.
"The real battle is about to start!"
