Ti passed quickly. Under Ryuya's control, they arrived at Water 7, a city whose reputation had spread throughout the Grand Line.

It was the first island the Dawn Bird organization had declared its protection over, a technologically advanced island with a functioning train system and a highly developed shipbuilding industry.

Ryuya profited imnsely from this, making Water 7 a lucrative venture. He further decreed that gold would be accepted as paynt alongside Beli for shipbuilding, a highly attractive proposition for many pirates.

This decision triggered an unprecedented shipbuilding boom. Pirates flocked to Water 7 to commission luxury vessels, many wealthy individuals paying in gold, delighting Ryuya.

The Navy, of course, observed these developnts. Sengoku even sent Aokiji to attack Water 7, hoping to subdue or destroy it.

However, Ace and Weevil's combined defense repelled the Navy, resulting in another Navy defeat and further enhancing the Dawn Bird's reputation, frustrating Sengoku imnsely.

The Gorosei (Five Elders) aid to suppress Ryuya's rising influence to prevent his promotion to Admiral, but Sengoku continued to rely on him.

The Navy's strength was waning; Ryuya was their only reliable pillar.

Aokiji lacked experience and ruthlessness, while Akainu was too ruthless and uncontrollable.

Kizaru, though motivated by salary, was ultimately lazy.

Unlike them, Ryuya consistently completed missions and fearlessly confronted the Dawn Bird leader.

Sengoku had no choice but to rely on Ryuya.

The sea's currents shifted, and many believed White Pigeon would be the next Admiral.

The Noah's Ark arrived at Water 7, gently descending under Ryuya's control. Citizens flocked to the port to welco Ryuya, their reverence for Zero bordering on worship.

Zero's policies had transford Water 7 into a shipbuilding and tourism hub, enriching the island and protecting it from pirates, even the Yonko.

Ace and Weevil, cloaked, also arrived at the port.

"Greetings, Leader!" they declared.

The citizens echoed, "Greetings, Leader!"

Ryuya nodded and proceeded to the island's highest point, forrly the Iceburg mayor's office, now ceded to the Dawn Bird organization.

Iceburg remained, managing the city's affairs due to his competence.

At the summit, Ryuya sat in the central seat, Kuina beside him, while Enel, Weevil, and Ace stood below.

"Remove your hoods. Introduce yourselves."

Enel removed his hood, looking at Ace and Weevil.

"Leader, are these two my equals? They don't seem impressive."

Ryuya, a smirk hidden beneath his hood, said, "If you disagree, you can settle it yourselves."

Ryūjin Jakka appeared in Ryuya's hand, its blade reversed to create a four-sided wall of fire—not hot, but capable of containing their abilities and preventing the destruction of buildings.

Enel, crackling with electricity, looked imposing. Ace, unfazed, told Weevil, "Give him a good lesson."

Weevil, his asymtrical body moving strangely, approached Enel, his imnse power radiating, his massive blade gleaming with Armant Haki.

He swung down, cracking the ground. He continued his attack, slicing sideways.

Enel, using his powers, moved behind Weevil, but was still hit.

His quick reflexes prevented decapitation.

Ryuya, using his advanced Observation Haki, already knew the outco, smiling slightly.

Enel, though battered, remained defiant, unleashing Thunder God—his most powerful technique, arguably an awakened ability—a terrifying attack.

But Ace simply raised his hand…
