The Revolutionary Army's enemy wasn't the Marines, and the Marines' enemy wasn't the Revolutionary Army.
"Dragon, why did you leave the Marines?"
"I found no justice in the Marines!" Dragon answered honestly.
The Marines were the World Governnt's military force. They had so freedom, but everyone, even the top officers, had to follow the World Governnt's orders, even horrible ones like the Buster Call.
Also, the Marines knew about the World Governnt's cris, especially those of the Celestial Dragons, but they ignored them or even helped cover them up.
