One of the Anbu mbers asked in confusion, "Captain, shouldn't we go in and arrest the intruder? This is the Hokage's residence!"
The team leader shook his head, "This is the Hokage's order. We're only to monitor, not take action."
Hearing that it was the Third Hokage's order, the Anbu mbers imdiately complied and focused on their surveillance.
