Following this line of thought, Uchiha Shinji began to prepare the plan for the surgical transplant.

First, he used equipnt to repeatedly compare the chakra nature of Neji, Kimimaro, and the Byakugan taken from the Otsutsuki Branch family mber.

Unlike cellular tissue, comparing chakra nature can clearly determine whether two types of chakra are of the sa origin.

It's like how the mbers of the Uchiha clan, despite each having different chakra affinities, all possess similar Sharingan dojutsu abilities.

Through repeated comparisons, Shinji confird that the chakra nature of all three shared certain similarities.

In simpler terms, through chakra, Shinji confird that the Hyuga Clan, the Kaguya Clan, and the Otsutsuki Clan on the moon were all relatives, all traceable back to a common ancestor.

With this confird, Shinji began to tackle the next problem.

Kimimaro, as the sole remaining mber of the Kaguya Clan, exhibited clear signs of atavism, making him the person on the surface world with a bloodline most closely resembling Otsutsuki Hamura.

In this regard, Neji was far inferior.

This ant that Kimimaro's cellular tissue was very dominant—ordinary people's cells couldn't rge with his. For Neji to transplant Kimimaro's cells, he would need to increase the strength of his Byakugan chakra by at least fivefold.

Shinji ca up with two potential solutions and a backup plan.

The first solution was to transplant the Byakugan from the Otsutsuki Branch family into Neji, allowing Neji's Byakugan to fuse with the Otsutsuki Byakugan, thereby enhancing the purity and strength of Neji's Byakugan chakra.

The second solution involved finding a way for Neji to learn the Yin Seal. By using the Yin Seal to compress and concentrate his Byakugan chakra, he could purify and strengthen it.

Both options had their pros and cons.

The first solution could be executed imdiately, requiring no additional preparation, making it the most efficient. However, if it failed, he would lose the Otsutsuki Byakugan permanently, as the Caged Bird seal on Neji's forehead would make it impossible to extract the Byakugan once fused.

It's worth noting that a single pair of Byakugan from the Hyuga Clan was already incredibly valuable, not to ntion the Byakugan from the Otsutsuki Clan on the moon.

The second solution required access to the Yin Seal, a technique developed by Tsunade, and obtaining it would not be easy for Shinji.

Even if he managed to acquire it, Neji would still need a considerable amount of ti to use the Yin Seal to strengthen his Byakugan chakra.

Thus, the first option was high-efficiency but high-risk and high-cost, while the second was lower efficiency but required less investnt.

As for the backup plan, it was to change the host for awakening the Tenseigan, switching from Neji to Kimimaro.

Kimimaro's stronger constitution ant that using him as the main subject, whether transplanting Neji's cells into him or giving him the Otsutsuki Byakugan, would significantly lower the difficulty.

However, this backup plan also had drawbacks.

Firstly, Kimimaro had already been brainwashed by Orochimaru, so Shinji couldn't guarantee Kimimaro's loyalty.

If he went through the trouble of helping Kimimaro awaken the Tenseigan, only for Kimimaro to turn around and offer it to Orochimaru, it would be a disaster.

Secondly, Kimimaro's hereditary illness was another concern.

Shinji couldn't determine whether Kimimaro's illness was due to his rare atavistic traits or if he had contracted so disease that even Orochimaru couldn't cure.

If he put all his resources into Kimimaro and then Kimimaro ended up dying, Shinji would suffer a major loss.

Hidden Leaf Village, Five Kage Summit Site.

The Third Tsuchikage, Onoki, spoke, "Raikage, we need detailed information about your battle with the Akatsuki. Without it, we cannot agree to your request."

The Fourth Kazekage imdiately stood up to support, "That's right, I agree with the Tsuchikage! Raikage, if you want us to agree to form a joint task force to rescue your village's Jinchuriki, then you must share every detail of that battle with us! We've already examined the site, and if the Akatsuki indeed possesses such destructive power, we must proceed with extre caution in future actions!"

The Raikage scowled, "I'm telling you the truth!"

Onoki questioned, "Then how do you explain that dried-up lake? Even a Tailed Beast Bomb couldn't cause that level of destruction, right?"

The Fourth Mizukage tried to diate, "Everyone, the threat of the Akatsuki is imminent. Forming a joint task force is absolutely necessary!"

The Third Hokage sided with the Raikage and Mizukage, nodding slightly, "We in the Hidden Leaf agree with forming a joint task force imdiately. However, Lord Raikage, the concerns of the Tsuchikage and Kazekage are not without rit."

The Raikage, feeling pressured, glanced back at Cee standing beside him.

Covered in nurous bandages, Cee stepped forward, bowed to everyone, and then began to recount the details of that battle.

As a firsthand witness and a sensory shinobi, Cee had a better understanding of the entire battle than even the Fourth Raikage, who was initially led away by Moryo.

As Cee explained, the expressions of everyone present grew darker.

Onoki furrowed his brows and asked the Raikage, "That demon creature and the rogue posing as a wandering healer, Shinnō, could hold off you and the Eight-Tails Jinchuriki?"

Though he was reluctant to admit it, the Raikage nodded, grunting, "Killer Bee and I could not defeat them quickly."

"This..."

The faces of the leaders of various villages all changed, and Shion, sitting in the corner, felt increasingly anxious.

No one expected that a demon from the Land of Demons and an unknown rogue healer could hold back the fad 'AB' combo of the Hidden Cloud.

The Fourth Kazekage, with a pained expression, asked Cee to confirm, "The puppet that Sasori controlled—it could truly manipulate iron sand?"

Cee nodded, "Yes, the three of us were defeated by that puppet he controlled. Judging by its appearance, it likely belonged to your..."

"Enough!"

The Fourth Kazekage cut Cee off sharply.

Their village's strongest Kazekage, turned into a puppet by a defector from their own village, and then paraded around the shinobi world.

This was not only a humiliation for the Hidden Sand Village but also a direct insult.

A representative from the Hidden Waterfall Village then spoke up, "May I ask, was it true that your village's Two-Tails Jinchuriki was defeated by Kakuzu and Hidan?"

Cee replied, "During the battle, I was monitoring Lady Yugito's situation closely. Based on the amount of chakra, the ones fighting her were indeed just those two from the Akatsuki—Kakuzu and Hidan."

With C's account, the room was filled with murmured conversations.

Based on this battle between the Hidden Cloud and the Akatsuki, it seed that each individual Akatsuki mber—whether it was the newly revealed Moryo and Shinnō or the well-known figures like Kakuzu and Sasori—possessed Kage-level combat abilities.

And this assessnt didn't even account for the nurous Mangekyo Sharingan users within the Akatsuki.
