Although that old Senju ghost Tobirama always felt that Uchiha Yu was born evil, Yu thought of himself as rather humane.
After putting the Konoha forehead protector on Rasa,
he had the other prominent figures from various villages put theirs on as well.

But their gazes were vicious, like starving wolves that hadn't eaten for seven or eight days.
It was as if they wanted to turn their eyes into blades and carve Yu alive.
"Uchiha Yu, kill already! At least I was once a Kage of my village!"
Rasa shouted in fury.
Yu sneered coldly. "And what right do you have to ask for death now?"
"You—!"
Rasa gritted his teeth but fell silent.
He had thought that when the complete-body Susanoo had caught them, it would simply crush them all to death.
Instead, Yu had used his ocular powers to manipulate them and make them Konoha shinobi.
This was a humiliation beyond words!
Since the birth of the shinobi world, never had there been a case where a Kage of one village beca a ninja of another.
And now Rasa had created this shaful precedent, disgracing not only the Land of Wind and Sunagakure but himself—surely to be nailed to the pillar of sha and mocked for centuries to co.
At that mont, a white-haired elder in the office corner spotted Suigetsu quietly sorting docunts. His eyes lit up with joy: "Suigetsu! Why are you here? What is this place?"
At his words, every shinobi released by Yu turned their attention to the elder and Suigetsu.
Since their tis of imprisonnt varied, so were desperate to know where they were and to understand why Yu had suddenly made them Konoha shinobi.
Hearing that familiar voice, little Suigetsu put down the archive scroll in his hands and looked up. The speaker was none other than the patriarch of the Hōzuki clan.
Back during the Uchiha–Kirigakure negotiations, that patriarch had stood firm—only to end up sealed into the Totsuka Blade by Yu.
Of course, after Yu released these shinobi, Suigetsu had already noticed his clan leader among them. Seeing that he was still alive was a relief.
Scratching his head awkwardly, Suigetsu grinned. "Oh, clan leader… I'm now an apprentice mber of the Uchiha."
"What?!" The old Hōzuki patriarch roared in anger, scolding loudly: "What do you an you're an apprentice mber of the Uchiha? You little brat, explain yourself clearly!"
Suigetsu ignored the questioning and continued:
"This is the Hokage building of Konoha. Lord Yu drove out the old Konoha and all the invading shinobi from other villages."
Hearing the boy's words, all the other shinobi—including the Hōzuki patriarch—were stunned on the spot.
The Uchiha… flattened Konoha?
Now the new village needed shinobi, so Yu forcibly conscripted them and turned them into Konoha's ninja?
Impossible. The Konoha that always prided itself as the number one in the shinobi world—defeated and taken over by the remnants of the Uchiha? It was too unbelievable!
The group of shinobi fell silent, unable to speak.
Seeing that these notable figures had grasped the situation, Yu imdiately used Mangekyo again, forcing them into silence and standby mode.
The once-noisy office returned to stillness, though the atmosphere had grown all the more eerie.
Yu withdrew his orange Susanoo.
Inside the prison space—
The long-silent Tobirama suddenly spoke, unable to hold back his question:
"Why can you change the form of your Susanoo?"
Hashirama also snapped out of his shock.
He too was curious about this question.
Back then, even soone as strong as Madara could only manifest a single blue Susanoo.
But Yu had already displayed two different Susanoo before the world—each with its own color and armor.
His emotionless voice echoed through the prison space:
"Want to know how? Trade a forbidden technique."
Tobirama was left speechless.
Yu ignored the two old Senju ghosts. Izumi had already reported to him:
Inside the Hokage building and the nearby forbidden scroll chamber, there were no important scrolls left behind.
It seed that when Konoha's remnants had built their Root-based defenses, they had already transferred away all the wealth Konoha had accumulated.
No matter. He would consider it temporarily stored in the hands of those Konoha traitors.
Once the new village was established, Yu would announce to the world that his side was the legitimate Konoha, and that the remnants of the old one were all rogues.
At this ti, besides Rasa of Sunagakure, Tsunade and Kushina carefully scanned the rows of shinobi.
They were stunned to discover:
Among this new "Uchiha" shinobi force, besides the Hōzuki patriarch from Kirigakure who had just spoken, there was also the patriarch of the Yuki clan, the leader of Kusagakure…
As well as dozens of Jōnin from Kumogakure, dozens of Sunagakure puppet masters and Jōnin.

If she could command such a force in battle, with Kage of other villages serving as subordinates… she had never once fought a war so rich in resources.
Recovering from her shock, Tsunade asked:
"Can you be certain… that your ocular technique can keep controlling them?"
This was the critical question.
The shinobi Yu had acquired were no weaker than the old Sarutobi-led roster of Konoha.
With them, the new Konoha could resu functioning imdiately after the war. The problem was that they were all under ocular manipulation, a massive security risk.
Yu's expression remained calm as water as he t her gaze and answered firmly:
"There won't be any problems. Use them freely. Believe —they're more reliable than any shinobi you've ever commanded."
Outside of aberrant researchers like Tobirama, there were few in the shinobi world who could break the Yasakani Mark.
And once the mark was planted, it required no constant maintenance from Yu.
He only needed to give orders; remote control wasn't necessary.
Shinobi raised in a village might betray and defect, but these shinobi never would.
Unless sothing happened to Yu himself—the terminal of the technique—but that was essentially impossible.
Hearing his certainty, Tsunade had no more worries.
In the end, her heart was still tied to Konoha. In the past, she had been constantly suppressed by Sarutobi Hiruzen and the old guard, until repeated blows left her disillusioned with the village.
But now, Konoha was reborn—and by her own hands she would help rebuild it. There was no reason to refuse such a cause.
For the next half hour, everything went exactly as Yu had said. The shinobi marked by Yasakani were easy to manage.
With the help of Shizune, Kushina, and the others, the group quickly organized the identities of these assorted shinobi from other villages.
Then Tsunade demonstrated her extraordinary administrative skill. According to their abilities, she divided them into various departnts and squads:
Intelligence Division, Barrier Division, dical Division, Interrogation Unit, Torture Unit, Cipher Unit, the Academy, the Hospital…
Whether organizational power structures or essential infrastructure, the frawork of a shinobi village was taking shape once more.
At this mont, the Edo Tensei Kushina was filled with excitent, gradually forgetting the sorrow of not having retrieved Naruto.
After all, they were witnessing a new shinobi village being born—from nothing to sothing, from zero to one.
Now, Kushina's only thought was that before she brought her "child" back, she would put this ho in order—so that when the ti ca, Naruto would have a warm place to return to.
