Wang Hao, predicting no good would co from Zhao Youquan’s arrival, walked over to Wang Xiaoer and pulled him behind.

Wang Hao took the docunt and saw that it declared the national ownership of the forest land, complete with an official seal in the corner.
The declaration stated clearly that all the forests of Chen Village belonged to the Chen Village Committee, and that individual villagers were prohibited from personally exploiting or using them. Violators would be severely punished and could face legal accountability.
