Luke kept observing through the binoculars, no visible expression, nor gave imdiate orders.
If the other party were driving a car, Luke might have reacted instantly, like tracking or stopping directly.

The driver of the black Dodge, a white male, "I already said this guy is unreliable, his eyes light up at twenty dollars, let alone six million."
