If simply "witnessing" an illegal act is enough to determine soone a criminal, the ordinary residents of this city would beco the easiest group to get branded as criminals. How could anyone still live here properly?
Even the official sites on the Collection of Information Terminal can’t be considered safe, and there’s no guarantee the published wanted lists are completely real—unless you get the real list from the relevant personnel.
But that’s not reliable either. The Player Organization managing this city is holed up in the city center. They’re Players too, and it’s hard to say they wouldn’t screw over newcors.
Better to go out tomorrow and talk to so other Players first.
After letting the father and daughter go, Xu Huo rested on the second floor for the night and only went out once he saw people moving on the streets the next morning.
The few Players who had kicked him when he was down last night also ca out one after another. They were very wary and didn’t co near Xu Huo at all, leaving in a hurry.
"Want to try so local specialties?" Xu Huo sat in a breakfast shop; the boss walked over enthusiastically to pitch the food.
"Where did you pick these side dishes? Soone’s actually growing them?" He spotted the sa poisonous vegetables he’d eaten last night.
"They’re all cultivated. We don’t have any great mountains or rivers around here, no way this many wild greens could grow." The boss said, "Don’t be fooled by how ugly they look; eat them and you’ll feel like you’re floating, like you just had a beautiful dream. Lots of people here love them."
Xu Huo raised an eyebrow. "Floating, huh? Aren’t you afraid of people drifting right out their windows at night?"
The boss burst out laughing. "We shut doors and windows tight at night. How could that happen!"
Xu Huo ordered so "normal" breakfast and then asked the boss where he could report criminals.
"That might be a bit tough," the boss said. "The Municipal Governnt is really far from here. There used to be an enforcent post two streets over, but the Municipal Governnt stopped assigning people there a long ti ago. Now it’s all occupied by incoming Players."
"If you want to report soone, you can go to the enforcent post first and see what the process is, then head toward the city center."
"But don’t say I didn’t warn you—this city isn’t sowhere you can wander around. Be careful not to walk into the wrong place."
The boss stopped there. Xu Huo tipped him a bit for the information and, after finishing his al, headed to the enforcent post.
The Law Enforcent Building was fairly large, and quite a few Players were occupying it. Soone was even posted outside on lookout. He was stopped at the main entrance.
"People are living here," the other party warned him.
"I know, I’m not here to steal your spot," Xu Huo said. "This used to be a law enforcent office. I want to check the process for reporting criminals. Or you can just tell ."
"Reporting criminals?" The two Players were experienced; they knew right away what he was trying to do. One of them couldn’t help sneering, "You’re better off dropping it. Even if you show up with hard evidence and the person in tow at the Central District, the Municipal Governnt might not even enter the criminal info into the system. Don’t waste your ti."
"All the local Players at the Municipal Governnt got wiped out?" Xu Huo feigned surprise.
The speaker choked for a mont, then said, "How could that be... If you want to try, go ahead. Let’s see if you can pull it off."
He tossed over a booklet. It outlined a set process: whether you were law enforcent staff or an ordinary person, as long as you recorded a criminal act on video, or soone voluntarily confessed, you could go to a law enforcent office and register it—but that was back when the enforcent offices were still functioning. Soone had crossed out "law enforcent office" in the booklet and replaced it with "Municipal Governnt," and even noted down a detailed address.
Xu Huo clearly wasn’t the first person to try using legal channels to farm criminals. Judging by how casually this Outer Zone Player threw out the booklet, quite a few people had already tried this.
He searched for related registration info again on the Collection of Information Terminal. The results were all over the place; Players’ experiences differed wildly. So went to the Municipal Governnt for seven or eight days in a row and found the doors closed with no service; so showed up with ample evidence only to be stonewalled at the staff’s whim; and in the most absurd cases, the law would be enforced on Mondays, Wednesdays, and Fridays, not enforced on Tuesdays, Thursdays, and Saturdays, so it "didn’t constitute a cri" at all...
The local Player Organization might be sloppy with their work, but from all these chaotic complaints, their actual strength didn’t seem weak. They clearly had so deterrent effect on clearance Players. On top of that, trying to force locals to "commit cris" should be pretty easy to weed out; if you then brought the evidence afterward to exploit a loophole, you might end up being put on the wanted list yourself.
And with fake news everywhere, many people actually had no idea whether they were on the wanted list or not.
Under these conditions, the main target group for clearance Players was still other Players.
For now, Xu Huo wasn’t planning to really sift out a thousand people. Under the pretext of maintaining public order, he sent an email to the Municipal Governnt applying to beco an enforcent officer for a neighborhood. He also stated he could provide a certain number of Flight Recorders and one ard robot free of charge to ensure safety in the area under his managent. All he needed in return was official certification from the Municipal Governnt and an access port to log into their internal information network.
Apparently nobody was really working at the Municipal Governnt side; it was almost evening by the ti a reply ca in. They granted him a Temporary Enforcent Officer qualification, on the condition that he donate a few Flight Recorders to the Municipal Governnt. In addition, all machine terminals had to be connected to Bu Liu City’s main terminal so the Municipal Governnt could monitor the footage from these devices in real ti.
As for the internal information network, he could get a temporary account with limited browsing permissions, but his ID docunts would be visible in the Municipal Governnt’s information system, which would verify his identity.
By the ti Xu Huo received the reply, he had already contacted a few Players and was preparing to occupy a nearby enforcent post as his office.

"You actually managed to get an Enforcent Officer ID?" A group of eight Players ca down from the upstairs. They clearly had no intention of giving up the Law Enforcent Building so easily. The Bald Head walking at the front said, "How about you lend
that ID for a spin?"
