A roar echoed through Japan's highest-level eting.

The person shouting was an old general dressed in traditional samurai garb.
The middle-aged man being scolded, Kuroda, responded calmly, "Yamamoto-kun, this is the highest council eting, not your military command center. If you want to accuse , present evidence!"
Before the old general could retort, Kuroda continued, "Furthermore, I've always thought that placing all our hopes on one arrogant man was a foolish decision. Now, we're seeing the consequences."
At this, the old general's anger flared. After all, it was his decision to support Hanma Baki as Japan's champion.
Just as he was about to berate Kuroda further, the Emperor of Japan, seated at the head of the table, finally spoke:
"Now is not the ti for assigning bla. The situation is dire. I need a solid decision to restore the people's confidence and stabilize this chaotic situation."

This plan imdiately lit up the eyes of the others in the room.
Japan's Ministry of Education was responsible for overseeing the Hero Talent Compatibility Ceremony. Despite the population decline since the monster era, Japan still had millions of citizens. According to the Ministry's statistics, around a million young people reach adulthood each year.

The old general Yamamoto, frustrated, spoke again:

This was a pressing question. If they didn't act, it would only lead to a slow death.

A grin spread across his face as he continued, "A few months ago, a unique monster appeared on the islands. It had the ability to release a dangerous toxin that could infect humans, turning them into monsters... This creature caused quite a stir at the ti. I believe you all rember it."
The others in the room nodded in agreent. The incident had indeed created a significant uproar, causing widespread panic across the island.
General Yamamoto interjected, "Wasn't that monster killed by Hanma Baki? Why are you bringing this up now?"
Kuroda smiled, "The monster's corpse was recovered and taken to the Special Science Division. They've been studying it ever since... After months of research, the team has successfully extracted the creature's toxin sac and diluted its flesh to create a bio-capsule."
"According to our experints, this bio-capsule can temporarily enhance all four physical attributes of a human warrior significantly!"

This revelation shocked everyone in the room. Even the Emperor's expression showed surprise.

Soon, his assistant brought in a laptop. On Kuroda's computer, there were nurous videos docunting the bio-capsule experints.
When the others watched the footage, they were shocked and disturbed by what they saw.
In the video, a young man with the strength of a second-tier warrior scread in agony after ingesting the bio-capsule. His body began to undergo a terrifying transformation. He played another clip. This ti, the test subject was a third-tier warrior. After ingesting the bio-capsule, the third-tier warrior's body also began to mutate, but it was not as extre as the previous case. He still retained a sowhat human appearance.

His tone was filled with temptation.
