When the prison guards saw Kaos, they imdiately ran over and knelt on the ground.

"Greetings, Your Highness Kaos!"

The prison guards were furious when they saw the inmates still standing, exchanging confused glances.

Once one pirate started, more followed. The taunts grew louder and more obscene.

Laughter exploded all around.

Next, Kaos spoke to the nearby guards:

"Give those prisoners weapons."

Everyone froze at his words.

The prison guards looked at each other in disbelief.

No one dared to hand out weapons.

Was he insane? There were nearly 3,000 prisoners here.

Giving them weapons would form a terrifying army.

With weapons in hand, they could easily massacre the guards.

Even Kaos might be in danger.

This fear took root in their narrow minds.

Seeing the hesitation, Stussy walked up to a guard.

Her words snapped the guards out of their daze.

This man was a top Celestial Dragon.

His command was greater than even the Emperor's decree.

They had just resisted that command.

That was a cri punishable by death.
