I didn’t know in the ga, but now I understand the reason.
The Tower Master granted the power but is enduring the constraints at the tower. That’s why they don’t have ti to manage the Observation Tower.

The other is to roughly identify the location of the hidden entrance.

The first one is showing so progress, but it’s not entirely efficient.
