Once Kaizen had made up his mind, he moved swiftly.

He went directly to the elders.

The elders hardly glanced at Peter, rely assigning him a butler to assist Kaizen.

Kaizen addressed the butler, detailing his orders.

The butler nodded after a mont. "Understood, my lord. I’ll see to it imdiately."

A modest room sat on the outskirts of the elder’s estate.

"Master Parker!" Peter clenched his fists. "I swear, I’ll avenge you. I’ll grow stronger... I’ll kill every last mber of the Kute Gang of Thieves who’s still breathing. I sacrificed Zoldyck’s n for you. My life belongs to you. I’ll do whatever it takes. These people have gone too far."

Peter’s voice grew more intense. "The Kute Gang of Thieves had nothing to do with Zoldyck’s people. Yet they unleashed their anger on us, hunting us down, even though it wasn’t our doing! They’re worse than animals."

He seethed, his anger rolling off him. "And those two Zoldycks... they were the ones who provoked the Kute Gang of Thieves, not us. They profited off it, then abandoned us to face the Kute Gang’ wrath. They escaped while we were left to pay the price for their actions. What do they take us for? Isn’t that right, Master Parker? They all deserve to die."

Suddenly, footsteps sounded outside the door. Peter tensed, instantly alert.

A young butler appeared at the doorway.

"Peter, are you in there?"

Peter opened the door, forcing a smile. "Master Butler."

"May I co in and sit down?"

"Of course."

Peter stepped aside, and the butler entered.

"I heard what you said just now. Relax, I’m not here to accuse you. Parker and I were close friends. His death... it’s a great loss to as well. If you’re determined to avenge him, you can count on ."

Peter’s eyes lit up. "Really?"

Though he was no longer in the old garbage district, Peter was still young and inexperienced. The butler’s sympathetic words stirred a sense of kinship in him.

"Absolutely," the butler said, continuing. "Actually, the elders aren’t happy with the Zoldycks either. In the matter of the Kute Gang, the Zoldycks took far too much from the elders. And Zoldyck doesn’t respect the elders, they made that very clear. The elders are furious, but the Zoldycks are too powerful. With teor City still recovering from recent losses, opposing them is next to impossible, at least for now."

Peter clenched his fists, a fierce resolve in his gaze. "Justice will prevail. Zoldyck’s cruelty won’t go unanswered. We may be outmatched now, but that won’t last forever. I swear, I’ll get strong enough to kill them. I’ll avenge Master Parker!"

Just as Peter finished speaking, Kaizen entered the room, the young butler standing to greet him.

"My lord," the butler said.

Peter’s eyes widened in shock. "You... what are you doing here?" He glared at the young butler, anger simring in his eyes. "You deceived ?"

Kaizen lifted a finger, and a dense concentration of aura ford at its tip.

"Bomb."

In a flash, the energy shot toward Peter, hitting him squarely.

With a sudden explosion, Peter’s head burst, his body collapsing backward onto the floor.

Kaizen studied the lifeless body, confirming Peter was truly dead, then turned and walked away.

The young butler began cleaning up the remains.

Kaizen hadn’t concerned himself with Peter’s motives. People have their own thoughts and ambitions, and Peter’s intent to kill was clear. Since he could eliminate Peter effortlessly, there was no reason to spare him.

A gust of wind carried away the stench of blood.

The butler looked down at Peter’s body, shaking his head slightly.

"You thought too highly of yourself."

Back in his room, night had fallen. Kaizen locked the doors, drew the curtains, and lay on the bed, staring at the white ceiling. His gaze shifted to a crystal ball nearby.

"The progress is at 80% now. Not far from reaching 100%. Hopefully, after witnessing this event in teor City, I can complete it."

The next day, the elders’ recruitnt plan for teor City officially comnced.

The event took place just outside the Elder district, in the chaotic zone. The rules were surprisingly straightforward.

The gathering had attracted an early crowd. High atop the city wall, the elders, Zeno, Kaizen, and many followers looked on.

Outside, figures sward in from every direction. News of the recruitnt had spread far, and everyone with ambition ca to try their luck. For those in the New Garbage District, it was a rare chance to break free from their harsh lives. Selection ant a future in Elder district: status, resources, an elevation in life. Even those from the chaotic zones found it enticing.

Near the wall, many Nen users who had already mastered their powers watched with intense excitent. The atmosphere was electric.

Kaizen surveyed the crowd. "Not bad." He wasn’t interested in teor City’s future, he was more focused on the crystal ball in his hand, which absorbed properties at a faster rate as more people gathered.

He thought, "Once teor City’s recruitnt is done, and the crystal ball’s properties are fully absorbed, there shouldn’t be any issues."

One of the elders raised a microphone, and a booming voice echoed over the crowd.

"All of you, no matter your past or your mistakes, have an equal chance today. I’ve hidden tens of thousands of tokens across teor City. Find one, and you earn a place in Elder district. Go now—seek them out, fight for them!"

"Let the recruitnt on teor City officially begin!"
