Chapter 2020: Chapter 2014: Expansion
Xue En is the white glove pushed by Lu Ping’an’s faction, both a reform pioneer and a scapegoat.
There are only two possibilities for his dismissal: one, the entire project has exploded and there is no need for him to continue working, so he steps down as the scapegoat.
Or, he does too well, the reform succeeds, and he steps down as the scapegoat.
“….What scapegoat?”
“Social security instability, an increase in criminal cases due to layoffs, and so protestors holding signs.”
Lu Ping’an was silent for a mont, then nodded.
“Well done.”
These reasons are not only typical of a trumped-up charge but also completely dismissible everyday troubles.
Taking this opportunity to step down, naturally, there is only one possibility.
“The frawork of the reform is almost set up. If I don’t let go now, it will only annoy people.”
“A lot of people have co in from outside?”
“Plenty… your awakening is a good thing.”
“I see.”
After a successful reform, whether it is picking the fruit or sharing the cake is normal. In fact, as the manager of other cities, if you don’t co to learn a bit and gain so benefits, you are unqualified.
The greatest achievent of the reform is various self-operating chanisms, such as how the official manages the Extraordinary, the operating range of those private enterprises, the treatnt and welfare of those Extraordinary, and so on.
These things cannot be figured out or designed just by gritting your teeth. It requires a lot of ti and administrative costs, requiring a batch of unfortunate people’s “trial and error”…. to be blunt, the results of each reform are a pile of failures and wrong paths, a subtle balance achieved through compromise between all parties.
“Do you need to take action?”
“No… just showing up is good enough.”
This makes Lu Ping’an also breathe a sigh of relief. This side that cos to copy experience and replicate the gaplay is definitely welco, but as long as there are Resource Points being created, there will certainly be many trying to co in and take over.
Whether in terms of economy, career, or political achievents, this is a vast fortune… it seems they haven’t gone too far yet.
“After Lin Nu’s death… Ninth-order Scholar Judge Su publicly declared you were evolving towards the Eleventh Tier.”
This ti, Lu Ping’an fully understood; whether considering the long-term interests of the Human Race or his own retaliation after awakening, those attempting to take advantage wouldn’t go too far.
Yes, there are still those taking advantage… after all, one of the rules of civilized society is that as long as it complies with procedures and regulations, everyone is playing in the circle, you just can’t flip the table randomly.
They co according to the rules to “invest,” to “participate in cooperative managent,” so even if Lu Ping’an is awake, as long as they are legal, they can only be responded to in a legal manner.
“I’ll adjust….. tomorrow, I’ll go out for a walk.”
To the current Lu Ping’an, this is a small interlude, or rather, good news.
The worst scenario he envisioned was that Earth got blown up while he was asleep… ahem, this possibility is not just non-zero, but quite high, especially with slightly stronger ones, including being besieged and preyed upon by other Life Gods, forced to wake from his slumber.
Now that the scene hasn’t collapsed, and the reform has been successful, I should thank the relevant personnel.
“Contact Wanjing’s side, thank them for their care…”
At Lu’s level of existence, during his slumber period, without major issues, not getting crazily headhunted or having his living space squeezed, there definitely should be soone taking care.
Just awakened, Lu Ping’an didn’t want to work overti, so he and Xue En had an on-and-off casual chat.
“The reform went relatively smoothly…. mainly because there was no civilian resistance, that Lin Nu battle scared everyone.”
This world has no real safe zone, no one can predict whether a certain cult will suddenly go crazy in your city, or if an Exotic Realm Evil God will suddenly attack with a hole… no matter how perfectly you do things over here, it might still be taken away due to objective external factors.
Such propaganda has actually been ongoing in the Eastern Country, but clearly, no matter how scary the narrative sounds, many will just ignore it if it doesn’t happen to them.
“By the way, what were the war losses?”
Lu Ping’an went to sleep relatively early, he rembered most citizens spent the war in the Courtyard, the Silver Fortress sheltered most people….. although so urban areas were attacked and the city walls breached, the area of damage should not be much.
“The final count was tens of thousands less, so were post-event missing, so were hit by stray bullets, and so volunteered to go to the front…”
Lu Ping’an nodded, considering the Ancient city’s population, this loss was just a single-digit percentage, extrely minimal.
But those refuge lives, along with suddenly shattered routines, should have left a deep impression on the Ancient city people, making subsequent reforms smoother.
“It’s also because of this war, at least half of the Extraordinary in the Ancient city are directly or indirectly related to us, that’s the main reason we’re being suppressed now…”
This ti, even Lu Ping’an himself felt it was very problematic.
Public choice is very realistic and power-worshipping; if there are top-tier schools and universities to choose from, who would want to go to a low-class one….. demonstrating capability during the war, Lu Ping’an’s faction naturally beca the top priority for Extraordinary to seek refuge.
“Uh, didn’t you control it?”
“Who is controlling… In fact, by the ti we realized sothing was wrong, it was already unmanageable.”
In the absence of Lu Ping’an, even Chris could steer the ship, but each departnt and high level is relatively independent.
They all need to seek developnt opportunities in the tide of the tis, naturally leading to a constant expansion of recruitnt.
For instance, those making military equipnt found making military trucks very profitable. The research departnt even developed cross-environnt technology, naturally leading to the frantic expansion of factories to recruit people to work. In this process, nurous downstream industries would erge, like those maintaining truck fleets, attaching armor pieces, providing escort services, bringing a whole range of jobs.
Playing with a project like this, in the midst of great developnt, countless projects would blossom everywhere.
“…Don’t tell you need layoffs?”
“They’ve been needed for a long ti, just waiting for you to get up.”
Lu Ping’an figured out that this barbecue wasn’t going to be so easy to eat.
Here, layoffs are not simply about cutting so people; that itself is aningless. As long as the project is there, this many people are needed, forcefully setting targets for hard cuts will only bring a series of troubles.
“…Have each departnt write a report, apply for their importance, then dismantle so departnts, and move the projects to the private sector…”
The projects are always what needs to be cut, not the individuals. So things may be more appropriate to let go.
“Oh, there’s also sothing else…” Since the conversation has started, there are many troubleso things waiting for Lu to handle.
A swarm of troubles is coming, afraid this ti, even with helpers working overti, Lu Ping’an himself will have to work overti honestly.
