Chapter 1970: Chapter 1964: Ambition
“I’m going to start a dictatorship… cough, cough, I an, I’m going to strengthen social governance and law enforcent.”
After strolling around, Lu Ping’an rarely had to work overti.
Currently, the state of the Ancient City is actually quite good, about an upper-middle level of economic developnt among first-tier cities.
The level of security and cri-solving rates are also above the baseline… This isn’t because the local police or military are so great, it’s just due to so historical reasons.
“Is it necessary? We don’t have any major cults here, and the rate of violent incidents in Changping State is below average.”
“… It’s still not enough.”
Director Xia of the Special Service Bureau was a bit puzzled. In her view, the current state of the Ancient City was the best in twenty years. Was it necessary to make drastic changes… you, Lu, were saying just half a month ago to keep a low profile and focus on developnt for a while.
The reason for the relatively good security in this area has never been because the local military was strong. In fact, the strongest locally is the “Saphire people Autonomous Region,” which has an independent (civilian) security force with rule-level figures governing it permanently.
“As long as we don’t stir up trouble, the local security won’t beco bad…” That’s the reason why local security is considered decent.
In other cities, the largest source of instability has never been isolated lone wolf cases like those encountered by Class Leader Zhao, but rather organized cri.
The biggest source is the Proper God Churches, those large illegal organizations cloaked in legality.
They don’t need to perpetrate evil; instead, in their pursuit of developnt and profit, the side effects they bring about often create big problems that local agencies can’t solve… Not to ntion far-off issues, the “Golden Apple” incident encountered by Lu Ping’an back then was an experintal drug concocted by a local church.
And there’s the Extraordinary Black Market like the one from back in the steam factory days, where there’s demand, there’s a market. Various rcenaries and independent organizations are sources of societal instability.
If unchecked, various chaotic incidents, when traced back multiple layers, usually lead to so church… A researcher “accidentally” bringing out a city-destroying virus/taboo item/black technology is a classic start to an extraordinary event.
This is the reality of the Eastern Country and even the entire Earth. The evolution of the Extraordinary World needs to burn “fuel”; if the door is closed, it can only burn within the world, aning there will definitely be more victims.
So, would things get better if we eliminate the local “sources”… It might improve a bit, but not much, because the vacuum here would naturally be filled by other extraordinary organizations.
Given the current overflow of extraordinary forces among civilians, supernatural cri is inevitable.
And the reason the security in this region is relatively good now, ultimately, is because the Ancient City is considered a “rural area”… At the ti, it was not favored, and no high-level rule figure was stationed here. When Lu Ping’an and his forces rose strongly and expanded to dominate various fields in this area, he completed his domain in the extraordinary realm.
“Only small-ti thieves would dare to stir up trouble on our turf…”
The current situation is that those “big troublemakers,” the rule-level and higher beings, and Evil Gods that other regions can’t handle, actually dare not stir up trouble in the Ancient City, nor venture in without good reason.
That’s because Lu Ping’an and Chris are truly willing to take action to kill gods.
But those lone wolves and dium to small criminal organizations, especially those wild professionals, Evil God believers, and Evil God Path professionals who do whatever it takes to acquire “evolution resources,” don’t care who protects this place.
So of them are on the fringes of the extraordinary world and can’t access high-level knowledge and common sense. So aren’t favored by large organizations and don’t even have stable channels to obtain “materials.” So are burdened with warrants and blood debts… Their common trait is a lack of long-term consideration.
Such people on the battlefield, when encountered by Lu Ping’an, would be a waste even if assembled into a legion, not taking up even a minute of Lu Ping’an’s ti.
However, each of them could potentially create bloodshed in the triple digits in a month…
“What I’m saying is to greatly strengthen the official security forces. On every street, I’ll place Decree-level combat power, and captains of the Special Service Team will carry rule-level taboo items, with dozens of rule-level strongn ready for ergency summons…”
“Uh, are you planning a war? Just one fifth of what you ntioned would be enough to clear out a military region.”
Xia Qin’s expression froze suddenly, fully aware of Lu Ping’an’s true strength; with nurous professionals and the presence of foreign races, they could casually draw out this level of power… In a way, a Proper God Church is akin to a super warlord, and now Lu is top-tier among warlords.
But, you pulling out so much advanced combat power and throwing it on the surface, are you not really planning a war?
Knowing Lu Ping’an isn’t planning to carve out a kingdom, Xia Qin directly asked. This level of power on the surface is akin to the old days’ practice of dropping a group army into a city. Wouldn’t Wanjing over there imdiately overreact, suspecting you plan to secede…
“Heh, seems like you’ve caught on. Hmm, we are already in de facto partition… cough, cough, a Foreign Domain Special Zone, and this level of independence is completely acceptable. If I’m not mistaken, such investnt in security and reform is sothing they are very pleased to see.”
“Because they can’t accomplish it?”
“Yes, they can’t. They don’t have enough resources or power. Spreading thin equates to weakening, which is aningless and brings no change. But if reform is concentrated in one area… Can you imagine the magnitude of unfairness and public resentnt it would bring?”
This investnt is bound to yield returns, however small or large.
And at a ti when the whole country suffers from extraordinary disasters, one party, through massive investnt, changes the status quo. Those unable to enjoy the benefits will naturally find it unacceptable.
But if it’s a Foreign Domain Special Zone, if soone like Lu Ping’an, a “comrcial big shot,” uses his own resources to sponsor it and employs the special zone’s independent action privileges to forcefully implent reforms… It might not be universally accepted, but it’s executable.
“Then we’ll attract a lot of criticism, right? Like suspicion that you’re an ambitious person buying popular support, that we’re trying to secede… You know, even though many areas are already in a state of division, unspoken of but well-known, sothing not valued when kept off the table becos pressuring once on it.”
“Who cares… I already said I want to be a dictator. Besides, do you think I care about public opinion? It’s not like I’m looking for trouble, but am I afraid of it?”
Xia Qin remained silent for a mont, understanding soone, she said,
“Were you spurred? Did you encounter sothing while walking around?”
“No, not really… I just want to give back a bit to the local community, consider it a backup resource reserve for our company.”
“Heh, I’ll take that as true. Sure, I support it. Why refuse a safer hotown, but I suggest treading carefully with the first round of investnts. Use our own local backbone, don’t make it seem like an alien invasion…”
As the chief of local security, she wouldn’t refuse soone willing to foot the bill… even if that benefactor is her lover.
“Find an agent, don’t handle it personally, allowing for so room for maneuver…”
She wouldn’t stop Lu Ping’an’s “wild actions,” but would use her skills and track record to make them more feasible.
