This ranking is quite reasonable. After all, a significant part of Hanzō's fa as "Hanzō of the Salamander" stems from his summoning beast, the Salamander.
In the past, Hanzō leveraged the power of the Salamander to build a formidable reputation, earning the title of "DemiGod" at his peak. He single-handedly elevated the small Hidden Rain Village to a power only second to the Five Great Ninja Villages.
Even the title of "Legendary Sannin" was bestowed by Hanzō, which attests to his strength and fa. Given that the Salamander was the summoning beast of such a powerful individual, surpassing Manda in rank, there were no objections.
[Pet Ranking, 25th Place: Enma, Owner: Third Hokage]

The White Snake Sage frowned.

They imdiately nodded. "White Snake Sage, we will follow your orders!"
Without hesitation, the White Snake Sage had the Three Hi form a contract with him, becoming his contracted beasts.

Right after the Three Hi ford the contract, the Pet Ranking List on the Golden List changed.
The first to notice the change was Might Guy's Ninja Tortoise.

Because the Three Hi of Ryūchi Cave made the list, so previously ranked summoning beasts were pushed out, causing Ninja Tortoise and a few others to lose their spots. This left them quite frustrated, as they missed out on their rewards.
Might Guy, however, took it in stride and wasn't bothered at all.
After all, he had already gained so much. Missing out on this ti didn't matter to him.
Besides, even if Ninja Tortoise had gained sothing, Guy wouldn't have wanted it.
Soon, the 24th place on the Pet Ranking List was announced.
