Of course the large gang didn't want to do this because the gang closest to the pacifist is a gang with two districts. If this gang takes control of the single district of the pacifist, they will beco a gang with three districts.
If that were to happen, the battle for the rank 5 undying godclad's territory will change from being a fight between a large gang with three districts and a small gang with one district to a fight between two large gangs with three districts.
In that case, whoever wins will beco a gang with five territories. So the large gang with five districts will lose either way.
To prevent this from happening, they encouraged the pacifist after threatening him. Then they began to support him to fight.

This isn't like the death of his rank 3 daughter. When she died, only he and his wife were offended.
The person who died now is a bonafide epic being with a powerful personal strength, an average of 200 years of lifespan, countless powerful relationships, and many people to rely on.
He had sent such a person to their death, so he has offended a lot of people now that the epic illusionist is dead. He can't put the bla on the Golden Hamr gang because it will be just his words. No one will believe him.
Even if he were speaking the truth and everyone believed that the Golden Hamr gang was the one who killed the epic illusionist, no one would bla them because it wasn't personal and because their reaction is self-defense.
Of course, so people will complain that they killed an epic being when they should have captured and ransod him to the forces supporting him. But everyone will understand why they killed an intruder after two assassins infiltrated their territory earlier to kill them.

These three problems are why, for the first ti in a long ti, he has stopped working. He stopped working to think.
He sat at his table thinking about what he had done and the repercussions of his actions. He was also thinking of how to improve the situation.
He put his hands against each other and tapped his fingers rhythmically against each other as he contemplated his situation.

He believes that fighting is like gambling and can lead to a loss of life and property. This belief has been further proven by the death of the illusionist and Rack.
Rack was just like him. Both of them thought that the matter was safe and there was very little risk. Both of them gambled with confidence and lost really big.
This is why he has the inclination not to let the matter with the Golden Hamr gang escalate further. It is not that he is afraid of the Golden Hamr gang. He just doesn't want to gamble anymore.
For most gamblers, the more they lose, the more they will want to keep gambling in order to win back what they have lost. This is the sunk cost fallacy.
But he doesn't like gambling at all. This isn't about his strength or the strength of the ruling families of Reinfield City. He just doesn't want to risk anything anymore.
