In other words, another prank from The Imperishable, as a "Ten For Teammate" ans that you need to form a group of four people and each person must have 10 Shards rightfully owned; What makes buying, exchanging or lending Shards out of the question.

Khallyon is disappointed, as the alternative is going outside the city walls for a Wild Monolith, they have a limitation in the Shard rarity that can exchanged.
The other option would be entering in any Invasive Territory, with enough luck, there is an Imperishable Monolith.
Obviously, being inside of the Invasive Territory, The Imperishable can't tamper with the basic functionality of the structure or add conditions for its usage.
However, is far dangerous, as they are not guarded like is the case here in Tiaone.
