The superior governnt agency is generally the military sub-district or garrison in the city. If there is a garrison, it indicates a city with significant geographical or economic status.
Being the capital city, Guiyang is established as a garrison, which currently has operational troops under its command. However, these would be dissolved following military reform.
However, Fang Huai hadn’t made trips to the city’s garrison recently. Recruitnt work was essentially at the county and district level, with only female soldiers being recruited at the city level through the Ard Forces Departnt or the garrison.

"I’ve already said that this batch of n will be taken for a physical exam this afternoon. According to the regulations, your soldier-receiving units are not allowed to make contact with the recruits. What’s the use of going to see them? If you pick so, does that an they’ll automatically be assigned to you? It still has to go according to the plan to finalize the selection of soldier nas. Over the past few days, Fang Huai had finally co to fully understand the enlistnt process he’d gone through himself.
The recruitnt work starts with the Ard Forces Departnt receiving the conscription plan each year. The district and county Ard Forces Departnts organize several etings with the subordinate Ard Departnts, while also coordinating with the local education authorities and the public security bureaus to start the publicity campaign.
Registration, preparation of political inspection docunts, physical examination.
After passing these, the political inspection is conducted by the Political Work Section Chief, the Deputy Director of the Education Bureau responsible for educational qualifications, and the Captain of the Household Registration Big Team from the Public Security Sub-Bureau. They review the educational docunts, certificates of no criminal record for the individual and imdiate family, organizational certificates (for Party or League mbers), and criminal record.
On the day of the political inspection, the precinct police and neighborhood office leaders, along with community heads, also attend, and there’s an interview.
The proper preparations for receiving soldiers only start after the political assessnt and based on the conscription quotas. They identify the final number of individuals who will enter the various soldier-receiving units’ selection process.
Different soldier-receiving units hold their own selection etings, conducting face-to-face reviews with the recruits to determine the final selection list.
But at this stage, the situation is almost set in stone.
For example, if a certain unit in the area needs to receive 20 soldiers this year, the Ard Forces Departnt would prepare about 22 recruits for the unit to choose from.
Could that even be called a selection?

Now that he thought about it, that wasn’t just casual conversation; that was the real interview.
So at this mont, none of the three wanted to leave, all waiting to go together to the dical examination hospital.
