The People’s Ard Police is working on an informatization system?

Fang Huai didn’t know how to respond to that statent.

Can I say that you’re too poor?

The recently released white paper on national defense has disclosed our combat forces for the first ti: In 2007, there were about 2.3 million People’s Liberation Army soldiers, roughly 660,000 Ard Police Internal Defense forces, and the other seven "King Kongs" – the border, civil, mariti, and forest police at approximately 400,000.

According to what Fang Huai knew, the published figure for the Internal Guard was actually less than the reality, which should be around 800,000.

So, when you combine the eight "King Kongs," the ratio of People’s Liberation Army to Ard Police personnel was roughly 2 to 1.

But last year, the defense budget for the PLA was 350.9 billion yuan, which averages out to more than 150,000 yuan per head.

The wages are the sa standard, so the majority is allotted to equipnt and R&D expenses.

The Ard Police expenses aren’t included in the national defense system but fall under the "public safety expenses" category of the central finance, which is about five or six hundred billion yuan – and that’s not even solely for the Internal Guard.

At most, that’s an average of fifty to sixty thousand yuan per person.

With this budget, what space is there for scientific research? It’s mostly salaries, logistics, administration, and operational expenses.

Undertaking a major equipnt upgrade ans slicing off flesh from other funds with a knife.

At least firefighting has substantial local support, the financial aid that the Internal Guard can get from local finances is only about one-tenth of what firefighting receives.

Everything has to start with money.

Of course, breaking down barriers is necessary, and the Ard Police Command system is definitely sothing to be built. However, given their economic situation, Fang Huai planned to wait a few years until the cost of information equipnt ca down before proposing it.

Right now, so equipnt is too expensive for the Ard Police to afford on a large scale.

You can’t have your cake and eat it too. It would be a real headache to actually put together a system – how high would the implentation cost be? And then headquarters cos in with "big achievents on a small budget," isn’t that forcing to do embroidery on grains of rice?

Fang Huai’s mind was filled with retorts.

But, after all, the Internal Guard was the big brother and when he spoke, he was careful with his tone.

"Commander... the duties of the Ard Police troops are quite complex. Local whole corps are responsible for fixed targets, non-fixed patrols, counter-terrorism, guarding, safeguarding, and detention, and there are also Mobile Divisions for large-scale counter-terrorism efforts, working alongside the regular army, while also possessing certain disaster rescue capabilities.

It can be said that your range of work is even more complicated than ours.

Developing your system... lacking specificity, the impact is that its practicality might be quite low.

Moreover, the most important point is that informatization is costly, and you also have a large number of personnel, which leads to high coverage costs... for the Internal Defense troops, the burden is too heavy."

All the words were just a buildup; the point lay in the last sentence.

The seven or eight PLA and firefighting leaders present clearly grasped the key point and revealed smiles.

The Colon of the People’s Ard Police also discerned the word "poor" in Fang Huai’s words and looked sowhat displeased. He had only asked about the system on a whim after Lv Xianzhi and a few from the Army Academy brought it up in conversation.

He hadn’t expected to get laughed at for being poor.

Then he cleared his throat and said:

"Eh, Comrade Xiao Fang, what’s this with ’you’ and ’us’? Firefighting is also part of our Ard Police brotherhood! When our academy was first established, there were four majors: Internal Defense, Logistics, Border Defense, and Firefighting. Many of the instructors at your Firefighting School ca from our academy!

Moreover, don’t treat us like amateurs!

Our academy has been undertaking the headquarters’ information warfare research task since the beginning of 2004, creating 7 teaching materials, and we’ve won second prize for academic research achievents in informatization within the Ard Police troops as well as the National Outstanding Teaching Materials Award of the public security system!

Digital library, information resource center, simulation training center, we have them all. In terms of informatization, we are at the forefront of the national Ard Police system."

With this speech, the Colonel revealed his interest in the informatization system, which was indeed a key topic for them.

Out of good relations, Firefighting School Principal Li started to cheerfully support him: "Principal Luo is right, Xiao Fang. Their academy is very strong, especially in their perseverance in delving deeply into their field of expertise, which is second to none. You should humbly learn from them."

Fang Huai internally clicked his tongue in admiration.

He had truly underestimated Yunnan.

Every ho had so achievents in informatization, and they even had an information resource center.

But the core problem was still the Ard Police’s poverty! What good is it to have excellent research projects?

However, since a friendly unit had spoken up, he felt obliged to respond in so way.

But Fang Huai had no such plan before, and at the mont, he couldn’t think of what to say.

Suddenly, he had a stroke of inspiration and opened the system store.

He liked to browse the system’s catalog of data when he had nothing else to do, precisely because there was sothing in it he could get for free—

The introduction.

The data and skill introductions are sotis quite detailed.

He searched the system and indeed found sothing.

Among them, there was an "Ard Police Strength and Intelligence System."

The na alone sparked sothing in Fang Huai’s mind.

He glanced over the keywords within and got so inspiration.

"Principal Luo, actually... it’s not that an informatization command system for the Ard Police cannot be established."

"Hmm?" The Ard Police Colonel Principal Luo looked towards Fang Huai.

Fang Huai compiled his thoughts and said:

"I think, if the Ard Police command system is to et the operational standards of the PLA command system and achieve the required level of functionality, it might be difficult.

However, since the main functions of the Ard Police are reflected in various safety and security tasks, why not focus on duty managent?

From the top-down, first and foremost is the control over patrol behavior.

This would include comprehensive monitoring of patrolling units, a tiered deploynt system where functionalities flow from one level to another seamlessly, patrol information system software that would break down barriers between different levels of command institutions and patrolling squadrons."
