Cao Gang was also China’s first professional firefighting lawyer.
The second event was the "Fire Protection Law" of 2019, and this Lawyer Cao Gang was one of the drafters.
A lawyer who can enter the vision of the legislative drafting committee obviously does not need his professional capacity and industry status spoken for.
Moreover, he’s one of the drafters of significant docunts such as the "Liaoning Firefighting Regulations," "Firefighting Manual of China," "Fire Supervision and Managent Regulations," "Fire Supervision and Managent Regulations for Construction Projects," and "Fire Accident Investigation Regulations."
Ever since Director Cao returned to the legal profession, he has been involved in drafting important firefighting legislation in our country.
And now, within the system, he is still engaged in legal work related to firefighting.

After the "Fire Protection Law" was enacted in 1998, local firefighting regulations started to be based on the "Fire Protection Law," tailored to regional conditions and requirents, detailing specific work divisions and responsibilities.
It is precisely because of these local regulations’ variability that Fang dared to contemplate initiating a pilot program in one region to implent "comprehensive ergency managent" different from other regions.
But, to start a pilot program, anding the "Guizhou Fire Regulations" enacted in 1996 as legal support, and planning to revise the "Fire Protection Law" later, requires the guidance of an industry leader.
Law is precise and solemn; sotis, the difference of a single word or even a punctuation mark carries a different aning. Fang, who was clueless about the law and lacked credentials, was thinking of undertaking these tasks with just his own efforts. Even with the support of Secretary General Hao locally, it would be like building a castle in the sky with no foundation.
And not just any lawyer would do; within the legal profession, lawyers who are experts in firefighting and also qualified are few and far between.
In this respect, Old Lü thought more deeply than him. Seeing his future goals, Lü imdiately brought up, introducing Cao Gang to him.
