Chapter 823: Chapter 560: We’re Flood Control Professionals (Part 2)
"Each unit is equipped with five inflatable rubber rafts and five fiberglass boats. The unit leaders, deputy unit leaders, and combat backbone, naly the squad leaders, are composed of individuals with water rescue experience and those who have participated in Binjiang City’s military-civilian flood control and rescue skills training.
The warriors mainly co from the auxiliary police of the Linghai City Police Bureau’s grassroots stations and teams, the security personnel of the Linghai City Police Bureau’s security company, the urban managent officers of the Linghai City Urban Managent Bureau, and young veterans recomnded by various towns and communities."
"Next, we will conduct water rescue training for each unit in batches. As water rescue in complex conditions carries certain risks, our company’s training subjects are quite nurous, and we need to communicate and coordinate training ti with other related units."
Water rescue is different from other work; if the training is inadequate, it could truly lead to fatalities!
Han Yu looked up and said, "Don’t worry about the training ti. I will coordinate with the units the participants belong to, and if I can’t coordinate it, I’ll have Mayor Shen intervene."
"Also, it’s relatively cold now, so it’s not appropriate to just train out on the river. I heard that Linghai Middle School has an indoor swimming pool, which is large and can have its water heated. Commander, could you help us coordinate with Linghai Middle School to borrow their swimming pool for training?"
"I can’t coordinate that, but rest assured, I’ll call Mayor Shen after the eting to report and ask him to help communicate and coordinate."
Linghai Middle School has so many students getting into Tsinghua and Beijing University every year, not only is it a prestigious representation of Linghai’s education, but it’s also a soft power to attract investnt!
The principal of Linghai Middle School has quite the standing, even Secretary Ye and Mayor Qian have to be courteous, so such matters can only be handled by the city leaders."
Han Yu smiled and then explained, "Comrades, the adjustnts to the equipnt and personnel in the Second Company are mainly because the assault boats are too small to carry many people. If faced with an extraordinary flood that requires mass evacuation, relying solely on a few powered inflatable boats is far from enough.
So Company Leader Ma, combining last year’s disaster relief experience, suggested using a powered inflatable boat to tow an unpowered fiberglass boat to execute search and rescue missions. This not only saves on the cost of purchasing assault boats but also increases carrying capacity."
Hao Qiusheng curiously asked, "Commander, are the assault boats and fiberglass boats also procured by our battalion?"
"The funds for procuring the Second Company’s water rescue equipnt don’t co from us. The Binjiang City Flood Control Command, Linghai Defense Command, and the developnt zone’s flood control rescue material reserve are located in our camp area, they also need to purchase corresponding water rescue equipnt, these costs are theirs, and we can use the equipnt once procured."
"Then what do we spend our funds on? Secretary Qiu just ntioned there’s over 300,000 yuan remaining."
"There are many places where we need to spend money, just the food expenses and training subsidies during the organization of training alone will require over 100,000 yuan, and the Third Company needs even more," Han Yu took a deep breath, turned sideways, and said, "Battalion Commander Wu, please introduce the situation of the Third Company."
The Third Company is both a logistics support company and a water duty company.
It is responsible not only for the entire camp’s logistics support but also for safety in water transportation, water fire safety, and assisting the First Company in construction on the water, a responsibility of imnse significance.
Initially, Han Yu planned to concurrently serve as the Third Company Commander, but considering the need to oversee the overall situation and the abundance of affairs, he had to abandon the idea.
After careful deliberation, it was ultimately decided to enlist Linghai Port Supervision Office Deputy Director, experienced old Captain Wu Hai Li, into service as the Third Company Commander.
Whether the reserves can be well-ford is a matter not only for the Salted Fish but also for Director Zhu.
Old Wu accepted the call without hesitation. Seeing everyone’s curious look, he first stood up and introduced himself, then introduced the situation of the Third Company.
"Comrades, if our superiors require us to execute rescue tasks in different locations, we will deploy many boats; reaching the rescue waters entails imnse logistical pressure, so we have set up many sub-units, it’s like a big lting pot."
Old Wu glanced at his notebook, smiled, and said, "The First Company has so much construction machinery and so many transport vehicles, including the tractor unit, burning at least a ton of diesel daily. Water vessels need more fuel, plus the gasoline needed by the Second Company, one can imagine the logistical pressure of fuel supply, so we have an oil supply sub-unit.
The oil supply sub-unit leader is Comrade Li Bing, manager of the Bailong Port riverside gas station under the Binjiang Petroleum Company, and the unit personnel are all staff from the riverside gas station. If necessary, we’ll commandeer the entire riverside gas station and relocate it to the rescue waters using a tugboat for imdiate support."
The Bailong Port riverside gas station is essentially a powerless fuel vessel.
With so much machinery and vehicles, plus the various ships, they are fuel-consuming monsters, having no fueling station nearby really won’t do.
The crowd nodded, secretly marveling at the grand scale Salted Fish had planned.
Old Wu paused slightly and continued, "Just now, Vice Camp Commander Hao ntioned that efficiency is paramount when executing rescue tasks. Construction happens dayti and nightti, and so ships, including the riverside gas station, require power, so we must establish a power supply sub-unit.
The equipnt of the power supply sub-unit currently consists of two sets of diesel generator sets and auxiliary engines for combat ships. Personnel are mainly from the Port Authority’s electrician team, Cosco Shipyard’s electrician team, and Sanhe Power Supply Station of Linghai Power Supply Company, responsible for ensuring power supply and electrical safety throughout our rescue missions."
"Considering we have many construction teams and various types of boats, communication command is an issue. Our company needs to set up a communication support sub-unit. Personnel co from Yangtze River Communication Administration’s Binjiang Communication Office and Linghai City’s Post and Telecommunications Company. They will be in charge of managing wireless communication frequencies and will even issue mobile phones to those performing tasks in areas without radio signal coverage."
The company commander has repeatedly emphasized that during rescue missions, we need rescue materials like block stones, sliced stones, wood stakes, woven bags, straw bags, etc. So high-risk sections may not have these materials, so we have to bring so ourselves."
Bringing our own involves water transportation, hence, our company has established a water transportation sub-unit. The ships of the water transportation sub-unit are mainly four barges and one tugboat from Linghai Shipping Company, with all personnel also from Linghai Shipping Company."
With nearly 300 personnel in total, they are not machines that never need rest. When these 300 people go to execute rescue missions in other locations, resting poses a problem. Tent pitching is one solution, but if faced with such disasters, there will undoubtedly be consistent torrential rains, and there are plenty of mosquitoes by the riverside, making rest in tents quite uncomfortable."
Old Wu looked up at the crowd and continued, "Considering that Linghai Port Co., Ltd’s office building is completed and the Linghai Port Engineering Construction Command and port company managers will soon move ashore, the commander has decided, in the event of a rescue task, we will commandeer the Linghai Port Barge, that old three-story floating relic.
I’ve estimated that if we squeeze, the Linghai Port Barge should accommodate 100 people. Coupled with the commander’s barge and crew quarters on participating vessels, we should be able to accommodate all personnel for rest. The barge anchored by the riverside needs staff for lookout, and during tugboat towing it needs crew on duty, aning we need to establish a barge managent sub-unit."
Earlier, the military transfer officials like Hao Qiusheng, who had never interacted with Han Yu, were stunned, unable to believe Han Yu not only intended to drag a gas station for the task but even planned to tow two large riverside barges along.
