explain again to the readers who felt that the banning of illegal sand mining in the 1990s was too advanced. Sanzhou Province formulated regulations by early 1998, strictly prohibiting illegal sand mining all along the Yangtze River.
However, just like illegal eel fry fishing, banning doesn’t an no one will stealthily engage in it. But regulating and not regulating are completely different; after strict prohibition, illegal sand mining in the river is far less rampant than before.
