It’s unclear whether this was deliberately ignored or simply unimportant.
Another focus was on defining criminals; they had to be officially recognized and publicly listed by the authorities. Many may commit cris, but killing those not on the wanted list didn’t count toward clearance.
Of course, those wanted weren’t necessarily murderers; robbers, thieves, economic criminals, and bribed officials could be wanted, with the district’s policy being no rcy for them.
The guide also noted that so wanted individuals were stranded players, making them hard to find even if wanted. Therefore, quick, precise actions are vital, as many players reportedly failed to clear due to insufficient wanted targets and beca stranded.
“Players who clear while hunting criminals could also beco criminals themselves. Does having a ‘criminal’ status conflict with clearance?”
Overall, it seed like a competitive instance, with players hunting each other and not many rule restrictions.
None of the guides covered every detail, so it would depend on the instance’s requirents.

The later arrival was a Mutton Chop Beards, who appeared to enjoy the woman’s complints, frequently touching her arm and leg during their chat. Seeing no rejection, he readily agreed to take her along, with the simple condition that she be his lover during the instance.
Their exchange was indifferent to others, and without any moral constraints, they quickly reached an agreent.
“What instance are you headed to?” Mutton Chop Beards rembered to ask after another advance.
The woman gently stroked his arm, “One Third City, you know.”
