Chapter 327: Volu 5: Lord’s Path Chapter 13: Planning

“Sir, are we really going to let them go just like this?” A sowhat tactless deputy general asked unwillingly.

Giving the other party a cold glance, Balmore knew this guy was actually sent by the Duke to watch over him, also prepared to take over his position. However, this guy wasn’t up to par yet, and the soldiers under his command were too wild to be controlled by soone so green yet so full of himself. But he didn’t want this guy to mark a black spot against him in his report to the Duke, so he patiently explained, “What else can we do if we don’t let him go? After all, he is a Lord. We can’t just attack him in broad daylight in Bruce, right? If word gets out, both you and I will end up on the gallows. There are no walls in the world that can keep this secret, an unnatural death of a Lord—and especially now when he’s in favor with the Central Kingdom—the kingdom will not let it go easily.”

“Those people from Leon can no longer be relied upon; they don’t have the courage to test their ttle. Their last mistake has already frightened them out of their wits.” Balmore lifted his head again, his gaze shifting uncertainly, “That guy is a Mage, and now he has a troop of Half-Beast soldiers escorting him. To completely get rid of them, we would need at least two hundred n, but even with so many, we can’t guarantee not a single one will slip through the net. Besides, among the soldiers below, who can assure they all keep their mouths shut?”

The deputy general standing behind him also showed a face of agreent. After all, killing a noble lord is a heinous cri, no matter what the reason. The Star Chamber Court would sentence them to death without hesitation. It is a challenge to the entire ruling class and absolutely unforgivable.

“This ti we have to let him go. It’s just a bit difficult to explain this to the Duke, but he also demands that we must ensure confidentiality and safety. If we can’t achieve these two, it’s better not to act at all. We can only do so much.” Shaking his head, Balmore patted his deputy’s shoulder, his face expressing regret.

When Puber received Kor’s report, he was in the midst of his busiest ti. When he got the ssage sent back at the fastest speed, everyone, including Ilot, was stunned. One hundred fifty thousand people! What concept is that?! That’s almost twenty tis the current population of Caucasus Region. The existing facilities in the Caucasus can’t support a population of over fifty thousand, a conclusion Puber and Hesse father and son had reached after many calculations. Although Puber and Hesse father and son also hoped for sufficient human resources, the influx of over a hundred thousand people at once was sothing the Caucasus truly could not withstand.

But Kor had already made it clear in the letter that there was no room for change, and even if they wanted to refuse, it was not an option. Fortunately, the financial aid provided by the Three Kingdoms was sowhat satisfactory, which gave the three of them a mont to breathe. And only after Bahomon and Caffrey took on the responsibility of dividing the food and daily necessities were Puber and others left behind in the Caucasus able to sigh a breath of relief. The remaining work was then to be responsible for settling the over hundred thousand people who were about to arrive and sorting out their future livelihoods.

The arrangent for one hundred fifty thousand people suddenly weighed on him. Although the Hesse father and son were assisting, such a large-scale personnel arrangent was sothing none of the three had experienced before. Everything had to start from scratch. Fortunately, Puber had studied administrative managent at Phoenix City College for two years, so he could handle general affairs, but the living arrangents, food supply, daily necessities consumption, and even the future source of life for these tens of thousands beca Puber’s imdiate concerns. As an Administrative Officer, he first had to tackle several problems.

Ugru, Mattdam, Darman Pass, and Bahomon beca the first four fair sites outlined in Puber’s ntal blueprints. Ugru, needless to say, as the core area of the Caucasus, was located in the center of the Caucasus region, surrounded by relatively flat wasteland and forests, perfect for immigrants to clear and cultivate. With sufficient labor, this land could beco the Caucasus’s main food-producing area. Damarlinsk Castle was also located here, currently the most populous area of the Caucasus, and both the Lord’s Mansion and Caucasus Region Administrative Managent Institution would be established here, making it the political, economic, and cultural center of the entire Caucasus Region.

Mattdam, as one of the only two fair sites, and an important one at that, located both by the sea and at the Catania Estuary, ambitious Puber and passionate Neptune planned it to be the most important dual-use port of the Caucasus region. Of course, all this required solving the pirate problem on the Eastern Nether Sea before it could be put on the agenda; while Darman Pass may currently only have a dozen hunters and a small logging yard and not even an official na yet, due to its important location not far from the boundary with the Leon Region, Puber didn’t need to think twice to know that it would eventually develop into a town with the nature of a fortress with an attached fair. Its abundant stone resources would also co in handy once road conditions improved; and Bahomon, though geographically a bit off, was going to be developed into an important fair centered on mines and related industries due to the recognized quality and reserve of fine iron, but the surrounding Magical Beasts and relations with nearby Barbarian issues had to be resolved.
