Top-level decision-makers rarely or never co into direct contact with the lowest-level executors; orders from the top are passed down through various levels of managent.
The advantage is that after delegating so of the authority to mid-level managers, Li Yu’s burden is significantly reduced; instead of managing an entire Church, he now manages a few subordinates who then drive the whole hierarchy.
This setup also fully harnesses the initiative of managers at all levels, ensuring that even if one day Li Yu is absent, or simply wants to slack off, the organization can still operate on its own.
In fact, the ruling group of the Red Lion Empire also employs a similar frawork: one Emperor, followed by the Emperor’s vassals, and the vassals’ vassals... with the Emperor delegating tasks to vassals, who then push the commands down the line.
For such an organizational structure to work well, a prerequisite is to have a group of ideologically firm and highly capable middle managers, otherwise the commands from the top decision-makers would result in a poorly executed performance, or even in actions contrary to the original intentions.
And these middle managers are precisely what the newly established Double Rest Sect lacks the most.
Even though Li Yu has conducted activities like open mic nights in Green Field to unearth talent, compared to old-established religious factions like the Silver Moon Church, the Double Rest Sect still has a pitifully small talent pool.
This forced Li Yu to adopt a more flattened organizational structure in the early stages.
He divided the personnel of the Double Rest Sect into five main departnts according to their functions.
They are Missionary, Military, Technology, Business, and Supervision, corresponding to the Preaching Institute, Black Dog Guard, Truth Bureau, Wealth Association, and Judgent Court, respectively.

For the Truth Bureau, Li Yu initially wanted Clara for the role, but the little maid was kidnapped, so he can only have Fitzwilliam fill in temporarily. Regarding the Preaching Institute, Li Yu is quite optimistic about Adelle, but unfortunately, she is still hesitant.
