"I have heard of similar systems from the players. They divide academies into elentary, middle, high school, university, and so on. Except for elentary and middle school, one must grasp certain knowledge and participate in exams to advance. Is Speaker Lor planning to mimic their civilization system to establish such an academy?"
Most legislators were curious about this new system, while a few had so understanding of the concepts proposed by Lor.
For instance, the Fourth Ring Life Wizard Ted had learned about this concept from casual chats with players and imdiately recalled it upon hearing Lor’s proposal.
"It seems Legislator Ted knows quite a bit about the players’ world."
Lor gave an appreciative glance to Ted, who had offered an insightful opinion, then proceeded to explain, "The inspiration for my suggestion indeed cos from the players. The current Wizard Alliance basic training system leans more towards self-study rather than detailed guidance."
"Apprentices without ntors can only rely on luck to attend open lectures. If the open course instructor is in a good mood, they can ask questions and solve their own difficulties."
"If unlucky, they can only rely on their own deliberations."
"Apprentices with ntors don’t fare much better. Personally, I was fortunate to encounter a good ntor, but surely among all of you here, so must have initially faced ntors who charged for questions?"
"Speaker Lor, knowledge has value. You cannot expect the lower-level wizards to impart knowledge to apprentices without compensation; that would be unfair to them," the Fifth Ring Gold Elent Speaker Yiao interpreted so deeper implications in Lor’s words and raised his own opinion.
"Indeed, ordinary First and Second Ring wizards have limited ans to obtain Magic Crystals. If we cut off this part of their inco, it might sever their path to the Third Ring."
"We’ve all co through this, and now we hold our positions, so it stands to reason that today’s apprentices should also do so."
"I actually find Speaker Lor’s proposal quite good. This way, at least the number of First to Third Ring wizards will increase significantly."

As the conversation turned to this topic, many legislators began expressing their opinions.
The fundantal reason is that this issue does not involve significant vested interests.
Voicing different opinions only reflects their views on the matter itself, with the aim of steering the Wizard Alliance in a better direction, without implicating other matters.
"It’s indeed reasonable for them to charge for teaching, since knowledge is valuable."
After the opposing legislators had spoken, Lor continued calmly, "However, we could change our approach. For instance, the Wizard Alliance could subsidize the bulk of these knowledge costs, viewing them as a long-term mission."
"As for Speaker Teo’s point about the greater value of genius inspiration, that’s also true. So, my plan is to have geniuses enter the Wizard Tower directly and train them by the old thod. Wouldn’t that solve the issue?"
"As for the genius selection chanism, let’s stick with the set Speaker Francis just ntioned..."
The debate over the academy system lasted for over an hour before it finally concluded.
The final resolution divided the system into three levels: geniuses would still be trained by the old thod, while other apprentices would be uniformly sent to primary academies.
If they show excellence in a particular area, they would be promoted to advanced academies or the Wizard Tower accordingly.
Additionally, the freedom to choose factions would be downgraded from a Fourth-level ditation Talent to a Third-level ditation, allowing more to freely choose factions.
Notably, the priority for selecting the Space Faction was also lowered during this downgrade, aning Lor’s Space Faction would welco more geniuses not known for their ditation Talent but yet possessing significant wisdom.
Following this topic, many legislators proposed various routine topics and voted on them respectively, also discussing so detailed issues like the site selection for cross-plane teleportation arrays.
It took a full three days for this Grand Council to finally conclude.

At an expansive plain, 7,200 miles outside Francis City, thirty-four legislators of the Wizard Alliance lowered their gazes, observing the plains below.
"Speaker Lor, how about establishing our Milton Continent’s cross-plane teleportation array here?" Francis pointed to the extensive plain over a thousand miles in breadth.
According to the discussions in the Grand Council, Lor would establish a teleportation array in each of the eleven continents, with the continental leading speaker responsible for site selection and control over access permissions.
"Agreed," Lor nodded, "but I suggest we build the teleportation array a bit larger. That way, once we develop the War Fortress, it will facilitate transportation."
"Alright, I’ll have Amy relocate the mortals first." Francis extended his perception to Francis City, instructing Amy to mobilize wizards under his command to dispatch spaceships for relocating mortals within a five-thousand-mile radius.
"Hoo hoo——"
Shortly after, spaceships departed from Francis City, landing at nearby towns and villages, swiftly relocating the mortals residing within.
In less than an hour, within a five-thousand-mile radius centered on the plains, not a single person or insect remained.
"Let flatten the land." After confirming no traces of life within the designated area, the Sixth Ring Earth Elent Speaker Peyton gently pressed his palm downward.
