Although the Honorable Force didn't have a Dominator stationed there, their ability to dominate the Tem Civilization for so many years surely hadn't co from nothing.
For example, the weapons and equipnt they used were in so respects even more advanced than the regular military equipnt used by the Tem Civilization.
