When Isao ca to Kagaya's house, he didn't expect much since he knew that even if Kagaya knew about his relationship with Amane, Kagaya would say nothing.
Kagaya was a nutjob; Isao understood that all.
As long as Kagaya could destroy Muzan, he would do anything.
Previously, even Kagaya tried to use a moral kidnapping to invite him, an innocent civilian, into the Demon Slayer Corps, an illegal organization, but Isao didn't expect that this guy would ask him to take care of his family and children.

"I plan to use my body as bait so Muzan will co out."
Kagaya told of his plan to die, using his body as bait to draw Muzan out from his hiding place.

There were many things that Kagaya wanted to ask, but naturally, the one that attracted him the most was Isao's plan to use Tamayo and Yushiro to beco bait for Muzan by making them beco a demon who wasn't afraid of the sun.
When that happened, there was no doubt that Muzan would co out to get Tamayo and Yushiro.
Why the two? Why wasn't it Nezuko or Kagaya?
It was because either Nezuko or Kagaya were related to Isao, and Muzan didn't want to get involved with anything that had a connection with Isao.
Even if Muzan had said that he would hunt down Tanjiro and his family, he didn't do it right away and waited until Isao died when he reached 25. After all, he was such a careful man, and he definitely wouldn't have co out to endanger himself.
Isao could kill Muzan, so Muzan was careful and tried to avoid anything that had sothing to do with Isao.
So, even if Kagaya used his life as bait to draw Muzan out, Isao felt that it was nothing but a useless attempt since he was sure that Muzan would think of it as nothing but a trap, and as long as Muzan thought so, Muzan wouldn't co out at all, which was so troubleso as Muzan was the Infinity Castle.
There were several ways to enter the Infinity Castle; one was to ask Demon Biwa to open the portal, and the other was to enter through an entrance that was opened randomly within a country.
Either way, Isao felt like he could enter them right away, but as he had said before, he wasn't in a hurry, and he wanted to squeeze all the value of the Demon Slayer Corps first.
Moreover, he also felt that it wouldn't be interesting to just enter the Infinity Castle by forcing himself to enter by controlling Demon Biwa.
As Muzan had given terror to everyone for millennium, Isao thought to give the sa taste of despair to Muzan.
Either way, it was impossible for Kagaya to beco bait, especially when he had a relationship with him, but Tamayo and Yushiro were different as they had no relations with Isao and toward those two demons; Muzan would be stupid if he was scared by the two.
