There is no specific timing. From what I heard, the outer sect elders will bring his family to Cloud Mountain City. I thought his family could be used as a weakness, but I heard besides outer sect elders, the dark hall disciples would be watching over his family too. As you know, dark hall disciples can not be bribed, so his family can not be used to our advantage."
