These species naturally cannot enjoy the treatnt of C-level civilizations, but they don’t need to offer up themselves, because the quotas they were supposed to supply are all undertaken by their "parent races" to the fullest extent.

It ans sacrificing more to cultivate a small part.

This doesn’t violate the rules of the Mude System.

Moreover, many species are actually willing. They can establish deeper relationships with C-level civilizations. Even though their status is very low and technology is blocked, they can still obtain significant benefits.
