Gusta is acknowledged as strong, and the other two are not much different.

Brother continued, "The other seven mbers are Council mbers, and only the Council has the power to make rulings; even if the High-level Life Form Union expands, the number of Council seats remains the sa."

"When can we expand to incorporate more High-level Life Forms?" Gusta imdiately asked.

Brother’s face slightly stiffened, as no one had inford him about such a question beforehand.

He paused for a mont before answering, "When the ti is right, the High-level Life Form Union will naturally be able to expand."

This seemingly perfunctory answer made Gusta nod in agreent.

Li Ming clicked his tongue, thinking to himself how one’s position indeed determines one’s standpoint; the organization had just been established, yet there was already a bit of confrontation.

They certainly wouldn’t be able to expand in the short term; not only would the other civilizations be unwilling, but the Empire would also be reluctant.

"One more matter, how are the Council seats decided?" Anatoli asked with a smile.

Feeling a chill under that pair of snake-like eyes, Brother responded unnaturally, "There’s currently no set policy."

"This matter is worth discussing," Anatoli said, glancing around, before adding:

"We are High-level Life Forms, at the forefront of cosmic evolution. The Council will wield trendous power to shake the interstellar landscape, and each vote should represent a Life Form at the cutting edge of the evolutionary path."

"Therefore, I propose that Council seats should be decided through a challenge system."

Anatoli then looked at Gusta, "What do you think, Mr. Chairman?"

"Good proposal, let’s vote by show of hands," Gusta said without even glancing at Brother’s sour expression, "I agree."

This was also sothing outside the plan; this eting was ant to be a re formality, and no one had intended for them to start the first vote imdiately.

But this kind of voting only decided the internal succession of the Council, not the external one. Brother wanted to speak but found he couldn’t stop it, as the surrounding Supervisors exchanged glances.

"I agree."

"I also agree."

Counting the votes of one main and two Vice Chairn already yielded seven votes.

"I agree," Li Ming said, drawing a look of hidden astonishnt, followed by thoughtful gazes.

This proposal naturally passed unanimously, everyone having great confidence in themselves.

"Five years..." Brother suddenly shouted, his voice trembling, "Within five years, the Council seats will not be replaced!"

If he didn’t speak up, he’d be in trouble when he returned.

Gusta remained calm, and the others stayed silent, just as expected.

The Empire had not yet reaped enough benefits from this matter and naturally wouldn’t allow the Council seats to be replaced arbitrarily.

This made Li Ming even more curious as to why Adam had invited him here; he knew his own qualifications were insufficient.
