The head had no facial features, replaced by a “Star Map” composed of light points used for perception and communication. The limbs could split into tentacle-like structures adaptable for various tool uses.

People from the Empire and the Federation also looked on with so surprise, having gotten no prior warning.

Ronald spoke in a deep voice, “I believe the Chairman of the High-level Life Form Union should be soone more prestigious and powerful, like Lord Azure Dragon.”

“Lord Gusta is no longer suited to continue serving.”

Li Ming was slightly stunned, shaking his head, thinking it would be so earth-shattering reversal, only to find it was just a spiteful provocation.

And everyone else couldn’t help but find it strange; the Council Seat was replaced based on strength.

In the entire Interstellar space, those who could steadily surpass Gusta were few and far between, and Azure Dragon was one of them.

“Fortunately, we have you around,” Li Ming nodded and was about to end the eting when.

From the observation seats, a representative of a civilization suddenly stood up and called to him, “Lord Azure Dragon…”

Many eyes shifted, drawn to this. It was a creature resembling a humanoid bird, about 3 ters tall, covered with iridescent feathers, with a pair of photon-ford wings on its back.

He spoke in a deep tone, “The recent proposal denied the joining of x-level Life Forms cultivated by the Three Civilizations, but the Star Alliance is quite special, being a multi-civilization united body, not really a single civilization. How are the mber civilizations within it counted? Are they not allowed to join either?”

Li Ming looked over, smiling warmly, “You are… a representative of the Light Wing Civilization, right?”

The Light Wing Civilization… others noticed this individual’s origin, finding it slightly odd—are they not undermining the Star Alliance?

“Indeed…” he replied solemnly, “This question is very important; please, Lord Azure Dragon, give a straightforward answer.”

Li Ming pondered montarily, appearing sowhat troubled, but soon replied, “I did not consider this thoroughly.”

“The Star Alliance currently comprises thirteen thousand four hundred seventy-six civilizations, with the Five Great Civilizations primarily serving as the Council civilizations,” Li Ming contemplated.

The Star Alliance’s structure is actually quite like that of the High-level Life Form Union, where the five strongest civilizations leverage the imnse power of over ten thousand other civilizations.

In terms of comprehensive strength, it’s the leader among the Three Great Civilizations.

Of course, whether it can truly be unified is another matter.
