Juleios’s suggestion to develop competitive gas and entertainnt as a draw for wealthy foreigners offered hope, but it also added another layer of complexity to Marigi’s responsibilities.

Despite their exhaustion, the officials knew they were laying the foundation for a powerful and prosperous Tula Alliance. Yet, amidst this whirlwind of activity, a new challenge erged a visitor from the west.

A Surprising Arrival

One clear autumn morning, Juleios sat in his residence atop the hill in Turii, overlooking the bustling city. His thoughts were interrupted by a ssenger announcing an unexpected guest. Monts later, a strong, middle aged man, his rugged deanor betraying his mountain origins, entered the hall. Despite wearing Greek attire, his wild energy hinted at a Lucanian past.

"Respected Chief Executive of the Tula Alliance, Avinogis of Laos sends his greetings through . I am his brother, Alobomas," the man declared in a thick Greek accent.

Juleios’s sharp mind imdiately sensed the gravity of this visit. Laos, a Lucanian stronghold, had long been a thorn in the side of Greek city states. Carefully masking his curiosity, he replied with practiced calm, "Laos? Avinogis of Laos, the Lucanian city?"

"Yes," Alobomas confird, standing straight as if to emphasize his sincerity. "Although Laos is under Lucanian control, my brother and I are Greek."

Asistes, standing at Juleios’s side, interjected, "Avinogis? The sa Avinogis who supported the Lucanian alliance against us during the war with Turii? The man who led attacks against Greek settlents? Whether he claims to be Greek or not is irrelevant he has been our enemy."

Alobomas faltered, the weight of his brother’s past actions hanging over him. But his resolve returned quickly. "We truly are Greeks! Laos was founded as a colony of Sybaris. When the Lucanians moved southward, Sybaris had already fallen, and no city state ca to our aid. To survive, we had no choice but to align with the Lucanians. Yet, we have never forgotten our heritage. At ho, we speak Greek, worship Apollo and Hera, and dream of returning to the embrace of Greece!"

A Plea for Alliance

Alobomas leaned forward, his voice growing impassioned. "Chief Executive, ever since your victory against the Lucanian coalition, my brother and I have been inspired! Then, we heard of your triumph over Croton, and we knew you were the one to help us reclaim our place among the Greeks. Avinogis hopes to form an alliance with the Tula Alliance and join forces to resist the Lucanians."

Juleios remained composed. "What kind of alliance does Avinogis propose?"

"Like the one you have with Castiglione," Alobomas answered eagerly. "The Tula Alliance would oversee foreign affairs and military leadership while respecting the internal autonomy of Laos."

Juleios’s sharp gaze bore into Alobomas, assessing the man’s sincerity. He let the silence stretch, knowing it would unsettle his guest. Finally, he said, "Rest for now. I will discuss this with the Senate elders and give you a reply soon."

Alobomas nodded, though his unease was evident. "I hope for your swift response, Chief Executive."

"Why the urgency?" Juleios asked, feigning ignorance.

Alobomas hesitated, clearly unsure of how much Juleios already knew. Asistes stepped in with a smirk. "Could it be because Neutum has elected a new leader and is pressuring Avinogis to relocate his people there?"

Alobomas’s stunned expression confird the truth. The Tula Alliance’s intelligence network had once again proven its worth.

Deliberation

After Alobomas left, Juleios turned to Asistes. "What do you think of this offer?"

Asistes’s eyes glead with anticipation. "Lord, Avinogis has no choice but to turn to us. Given his desperation, we could impose harsher terms."

Juleios shook his head. "Overly harsh demands could breed resentnt. If we wish to establish a lasting foothold in the western mountains, we need Laos’s full cooperation. A moderate approach will serve us better."

He paused, his voice steady but firm. "However, we will demand one thing: Neutum. If Avinogis truly wishes to align with us, he must help us secure this critical stronghold."

Asistes nodded, understanding the wisdom of Juleios’s strategy. The Tula Alliance was not rely rebuilding a city state it was crafting an empire, one calculated step at a ti.
