"Governor, is there anything else I can do for you?"

"Brother..." Not having experienced this before, Tania instinctively looked to David for guidance, but David said nothing and simply gave her an encouraging look.

For the first ti, Tania considered the problem from her brother’s perspective and imdiately instructed:

"First, I want to know, how much grain do we have in the Port of Wallens warehouses?"

Flora seed prepared for this question. She glanced at David, who was as calm as ever and remained silent, before answering:

"Since the Kingdom of Luwalden is constantly threatened by war, after the Year of Dawn, I advised my... advised the forr Governor to prepare enough food to support a population of twenty thousand at the port, sufficient to withstand a siege for a year. However, I do not know whether last night’s... incident led so rchants to break into the granaries and take so away."

After a quick calculation, Tania was reassured; this amount of food would be enough to support hundreds of Dragons and over two thousand Dwarves for a while, with plenty to spare for other uses.

Recalling the complaints her older brother made on the road, she imdiately gave instructions to Drow:

"Alianna, go imdiately and take charge of the granary, then escort forty thousand pounds of grain out. Half of it should be brought to the Governor’s Mansion and the other half to the Lower City District. Also, conscript five thousand humans over the age of fourteen."

"Yes, Your Highness Tania!"

Having made these arrangents, Tania turned to the Dwarf Rune Lord beside her, a legend in his own right:

"Um, Master Bergin, may I command you?"

With no worries to concern him, the now contented Dwarf Rune Lord was nearly moved to tears by Tania’s deanor. As a legendary leader, he paid his respects to the ’newly appointed Governor’:

"Please, give your orders, Miss Tania, my little Governor."

Tania giggled happily:

"Um, would it be possible for you to take your fellow clansn and the five thousand conscripted workers to construct a sewer system for my very first territory that rivals that of Dewensen?"

The Dwarf Rune Lord was imdiately amused and replied with a kind smile:

"I’d be more than happy to assist you. After a good al and a bit of rest, we can start work by tomorrow at the latest. Although I have never seen the underground facilities and scale of Dewensen, I believe I can present a work to you, Miss Tania, that is in no way inferior."

He also sincerely admired the wisdom of this young Silver Dragon lady. The mass exodus of the wealthy rchants and Nobles from the Upper City would undoubtedly paralyze the Port of Wallens for a spell. When the workforce lost its job opportunities, prolonged idleness would surely breed chaos. Although only five thousand workers were conscripted, it practically pulled over half of Wallens’ idle, strong workforce. This not only mitigated the threat of unrest but also maintained the livelihood of the entire city. Moreover, this centralized managent could facilitate quicker mobilization of the Port of Wallens’ residents in critical tis. For instance... if other Noble forces from the Valden Duchy attempted to seize the port.

David, being a Red Dragon, had never considered that a worker relief asure, seen as quite ordinary by a transmigrator, would co across as so significant to an elder Dwarf.

But as he watched his sister casually start to wield the authority recently bestowed upon her, a sense of ’my little sister is finally growing up’ accomplishnt arose within him—sothing far beyond the satisfaction any pay-to-win card ga could offer.

Eventually, even the Dragons weren’t spared; she demanded that, after eating their next al, they would have to go out to sea to catch their own fish.

In her words, the Dragons, once idle, might be even more destructive than the humans of the Lower City District.

Once these edicts were put into practice, Tania revealed an ’evil smile’ identical to David’s from their younger years:

"Good. Now, it’s ti to open the treasure chest, right, Brother David? HEH HEH HEH. Lady Flora, take us to the treasure vault in the Governor’s Mansion."

What was inevitable had finally arrived.

"This way, please." Flora let out an inward sigh of relief.

It seed that, in the eyes of these Dragons, treasure was clearly more attractive than their well-being. Yet, for so reason, she felt as though she had missed sothing.
