Even though it was called the Palace city, it was better to call it a Palace tower. When Shen Miao and the hundreds of officials were up on the tower, there were so commoners gathered below and more and more gathered. Mo Qing brought the Mo Yun army over and the guards in the Palace were also activated to prevent assassins from attacking.
