Elder Nyon takes Xin to the end of the Island and creates a temporary guest area for Xin and Otohi.
After sitting she asked," So why are you here again Xin?"
"I'm here to pass a letter to Hancock," Xin said.
"What kind of letter?" Elder Nyon aks.
"A letter from the World Governnt," Xin took out the letter and put it on the table in front of Elder Nyon.
"You even enter Mary Geoise again?" Elder Nyon dazed knowing that Xin beca a ssage carrier of the World Governnt.
"I don't really know what your head thinning right now, the whole World Governnt trying to find you, but they don't know that the one they trying to catch is actually in front of them,"
Otohi nodded, she was amazed how gutsy this kid is, he is the most wanted rubber in this world and he is actually lurking inside of Marine and World Governnt bases.
"So what kind of letter will you bring to this ti?" Elder Nyon asks.
"It's a letter of Alliance for Kuja Pirates and the World Governnt," Xin said.
"What? Are they insane if they want to form an alliance with a pirate? Maybe this is just a trap to take us all," Elder Nyon hurry said
"No, this is not a trap, the World Governnt already have the idea of implenting this System but they only do it because there are new and powerful Pirates in the sea,"
"They have low personnel while the Pirates in the sea are starting to get bigger and bigger so they want to form an alliance to so infamous and notorious Pirate out of the sea."
"So what is this alliance all about?" Elder Nyon asks.
"They want to create a System, it's called 'Oka Shichibukai' or '"Royal Seven Warriors of the Sea"."
"They want to invite a group of seven powerful and notorious pirates allied to the World Governnt. As a group, they were one of the Three Great Powers that kept the world in balance."
"So what will we get if we join the alliance and who's the other 6 mbers?" Elder Nyon asks.
"First, every mber's bounty was frozen and they had significantly more leeway to commit cris."
"Second, they can have their own turf that they can manage on either own without the World Governnt intervention."
"Third, the Marien will never catch you even if they see you sailing in the sea or even rubbing anyone."
"Fourth, The Enemy Ship Capture Warrant allowed Shichibukai to legally plunder other pirates and uncivilized lands, most likely referring to countries not affiliated with the World Governnt, so long as they gave a portion of their loot to the Governnt."
"Fifth, Shichibukai were granted a great deal of autonomy in how they operated. Other benefits included access to resources normally out of bounds to normal citizens and pirates, such as the use of Seastone equipnt."
"And lastly is Shichibukai were pardoned for their forr actions and any existing bounties were rescinded."
Elder Nyon dort knows what to say, this kind of treatnt is almost like a VIP for a powerful individual in the world.
"So who is the other beside Hancock?" Elder Nyon asks if she wants to know the others who have the right to participate in this system.

"Corpse Collector", Gecko Moria the captain of the Thriller Bark Pirates bounty of 320,000,000 Beli.
"Heavenly Yaksha", Donquixote Doflamingo the captain of the Donquixote Pirates bounty of 340,000,000 Beli.

"I don't know what Hancock did to get this kind of bounty? Elder Nyon what is she doing right now?" Xin asked.

"Of course i fight back but eventually lost because of my age, after that, she starts to plunder every Pirates and Marien when she go out of the sea until she finally defeats a Vice Admiral and subrged a fleet of warship,"
Elder Nyon helplessly sighs when she is still the Queen and the Captain of the Kuja Pirate, she maintains low-key nature to avoid the incident but Hancock did not listen to her.
She starts getting her revenge after she fully heals from her wounds, not only that, her two sisters actually co with her to add to the problem.
"So she's still out on the sea?" Xin sadly said.
"Well maybe a couple of days she will go back, you can wait for her here," Elder Nyon said then look at the woman that follows Xin.
"So who is she, Xin?" Xin asked.
"The Queen of the Fishman Island, Queen Otohi," Xin deadpan said.
"What!!" Elder Nyon shouts, she hurriedly grabs Xin and nervously says," Are you insane?! Why did you kidnap the Queen of Fishman Island, do you have a death wish!!"
"Elder Nyon, I did not kidnap her, she ca to , actually i'm on a mission to escort her back to her country," Xin said.
Elder Nyon hurry fix her attire and politely bow at Otohi," Sorry my rudeness Queen of Fishman island,"
"Don't ntion the Late Empress of Kuja," Otohi humble said.
"See this, this is the right attitude of an Empress not that spoiled brat Hancock," Elder Nyon hurry said.
The ladys of Kuja sigh hearing what Elder Nyon said, she is the only one who can say this openly without getting punished, but if Hancock knows this, for sure they both are going to fight again.

"What's that sound?" Xin looked afar and heard the drum sound coming from the watergate.
"Your pretty lucky, Hancock just arrive," Elder Nyon jump from her chair and said," Co, let's see that Brat,"
