They could understand human emotions and make judgnts based on human morals and ideals, but they would never grow to hate humans—because the command Pei Guang gave them was:

"Maintain human order. Uphold social morality."

As a result, Pei Guang's Zergs didn't carry out orders rigidly like machines. Instead, they constantly adapted their actions based on societal circumstances to et the needs of co-developnt between humans and Zergs.

As for governance, it was entirely handled by humans, while the Zergs managed a complex administrative review system. Pei Guang's Zergs were absolutely loyal, and under such loyalty, corruption and embezzlent didn't exist, resulting in a relatively fair level of governance across the world.

Furthermore, most people working in administrative institutions carried Insectoid genes. They were more intelligent and capable of making better political decisions that aligned with Pei Guang's expectations.

Pei Guang also knew his own limits when it ca to politics. As a player, his job was to put forth requirents; as long as the NPCs could carry them out, that was enough. As for resource issues, the player figured them out. Labor and land problems? Also handled by the player.

The whole world was developing rapidly. Based on the information provided in the system logs and his own ideas, Pei Guang constantly adjusted the direction of Insectoid evolution.
