The other aning refers to the "Heaven," which is the worlds of nurous other universes.
Iron City Mountain’s "Heavenly Secret Demon Mysterious Scripture" involves resonating with Demon Gods from various worlds, thereby breaking through the barriers of ti and space, and facilitating the exchange of consciousness and even material between them.
Derived from this, Jiu Panpo established the Red Body Sect with the "Nine Heavens Secret Demon Mysterious Scripture," which is an abridged version that selects the nine most representative Heavens.

However, he may not be able to create a "materialized world," but he can create a "consciousness-based world"!

Void Evil Fire is a raw material for the Heavenly Secret Demon Divine Shuttle, the filler dication inside the Divine Shuttle, which also requires this substance when it is activated. After exploding, it resonates with the Heavenly Stars and Earth Core Primordial Qi.

Once the Five Elents Essence Qi completely filled him, fierce fire refined him. Once cooled, the remaining soul was recomposed within the Five Elents Essence Qi and then the previous steps were repeated.
After eighty-one days, his Primordial Spirit Soul had completely rged with the Five Elents Essence Qi through the use of Void Dust as a dium. This was sowhat similar to Huo Wuhai’s body reshaping. Shi Feiyang also used the Five Elents Essence Qi to reshape One Light Master’s body, but this body was not controlled by him, but by Shi Feiyang, who manipulated it, evolving a consciousness-level world.
